WHAT DO THE NOTATIONS ON THE VALUATION CHANGE NOTICE MEAN?

1. Taxes payable in 2008 are based on 2007 assessed values.

2. Identification of property in the Assessor’s records.

3. Date notice was mailed, for appeal deadline. How to appeal your valuation to the County Board of Equalization

4. Market value prior to and subsequent to revaluation.

5. Assessed value prior to and subsequent to revaluation. This is the base on which your property tax will be calculated.

(4) “NEW MARKET VALUE” represents the Assessor's office estimated true and fair value of your property. Septics, buildings, fences and other improvements to land are considered as IMPROVEMENTS. This does not mean you have made improvements to your property from the previous year. Increases from new construction or segregation of property are valued at market. (5) Senior citizen exemption program participant’s taxes will be based on the LOWER of the SENIOR CITIZEN FROZEN VALUE, or NEW ASSESSED VALUE. Property owners under the “Open Space Programs” will be taxed on the NEW ASSESSED CURRENT USE VALUE. All other taxpayers taxes will be based on the NEW ASSESSED VALUE.

QUESTIONS CONCERNING THE ABOVE VALUES MAY BE DIRECTED TO THE ISLAND COUNTY ASSESSOR’S OFFICE BY CALLING THE ABOVE NUMBER OR VISITING OUR COUPEVILLE COURT HOUSE OFFICE.

(3) APPEALS : Property owners may appeal any and all value to the ISLAND COUNTY BOARD OF EQUALIZATION, P.O. BOX 5000, Coupeville, WA. 98239 . Appeals, to be considered timely filed, MUST be filed by July 1 , 2006 ( the assessment year), or WITHIN 60 DAYS of THE MAILING DATE of this notice (UPPER RIGHT HAND CORNER) , whichever is later. The Board will meet on July 15, to formally open their session, and will continue in session on Whidbey Island or Camano Island until all appeals are heard. You will be notified by the Board of the place, date and time of your hearing.

Information, applications and procedures for certain exemptions, for Senior Citizens and Disabled Persons as well as Current Use (Open Space, Farmlands and Timberland) and Department of Revenue (DOR) publications and other information is available from the County Assessor’s Offices. NOT REPORTING A CHANGE OF STATUS in one of the programs will warrant a penalty imposed on the property owner and may result in removal from the program.
