Comprehensive Plan Review and Update

Island County Planning and Community Development is beginning the process of reviewing and updating the Island County Comprehensive Plan.  The Comprehensive Plan expresses the vision and goals of Island County, and serves as the policy document which will shape growth and development over the next 20 years.  Planning and Community Development welcomes and encourages public participation throughout this process.  Please contact us if you would like to receive email notification about important meetings or events during the periodic review and update. 

 

Issue Papers:

Planning and Community Development is creating a series of issue papers to explain important steps in the planning process, and to provide context on technical planning issues for decision makers and the public. The Planning Department will post issue papers on our website and will discuss the papers at public meetings or work sessions with the Island County Planning Commission and the Board of County Commissioners.  Issue papers will be posted below as they are completed.

1. Periodic Update Overview - A general overview of the periodic review of the Island County Comprehensive Plan. 

2. Growth Allocations - A brief background on the process of allocating future growth to different areas in Island County.

3. Public Participation Plan & Preliminary Schedule - An outline of the schedule for reviewing the Island County Comprehensive Plan and a description of the goals and strategies to ensure for early and continuous public participation throughout the process.

4. 2036 Population Projection - An analysis of factors affecting population growth in Island County and a description of the methodology employed by Planning & Community Development for determining a population for 2036.

5. Regional Population Allocations - A detailed analysis of regional growth trends in the four Island County Planning Areas: North Whidbey, Central Whidbey, South Whidbey, and Camano Island.  This issue paper documents demographic, transportation, and economic conditions affecting sub-regions in Island County; and also provides a recommendation on the allocation of the 2036 countywide population projection.

 

Countywide Planning Policies:

Countywide Planning Policies are policy statements used for establishing a countywide framework from which county and city comprehensive plans are developed and adopted.  Island County adopted a set of County wide Planning Policies in conjunction with the 1998 Comprehensive Plan.  The current policies need revision, so Island County and the municipalities within the County have begun the process of reviewing and updating the County Wide Planning Policies. Materials associated with revisions to the Countywide Planning Policies will be posted below as they are completed.

Buildable Lands Analysis:

Planning & Community Development is analyzing the amount of land available for development or redevelopment within Island County Urban Growth Areas.  The County must ensure that Urban Growth Areas are adequately sized to accommodate urban population and employment growth projected for the next twenty years.  The results of the analysis will be used to determine if Urban Growth Area boundaries need to be adjusted before the final adoption of the Island County Comprehensive Plan.  Materials associated with this work will be posted below as they are finalized.

Regional Population Allocations:

As part of the systemic process of analyzing future growth, Planning and Community Development is allocating the population projection for the year 2036 to Island County's four Planning Areas (North Whidbey, Central Whidbey, South Whidbey, and Camano Island).  The Island County Planning Areas are based on economic, social, and geographic differences in our County. Materials associated with the allocation of the 2036 population projection will be posted below as they are completed.

2036 Population Projection:

Island County is required to select a twenty-year population projection to plan for future growth and development.   Planning and Community Development has examined demographic characteristics, economic conditions, and past trends to determine a population projection for Island County in 2036.  Materials associated with population projections will be posted below as they are completed.

Public Participation Plan and Preliminary Schedule:

Planning and Community Development drafted a Public Participation Plan that describes outreach strategies and identifies participation requirements mandated by the Growth Management Act.  The preliminary schedule indicates when important steps in the update process occur to ensure the public has adequate time to comment on planning issues.
