Freeland News:
The
Board of Island County Commissioners held a public hearing for ordinance C-31-10 on April 26th,
at 2:15 in the Commissioners Hearing Room of the
Island County Annex. This ordinance adopted interim regulations for the Freeland NMUGA for
a period of six months.
The
ordinance also changed the regulation of farm
stands within the NMUGA. Under previous
versions of the interim regulations farm stands
were not allowed in the residential land use
categories. This ordinance changes this
standpoint, allowing them within select areas
along State Route 525.

- The Board of Island County Commissioners will be holding a work session on April 7th, in the Commissioner's Hearing Room located in the Coupeville Annex to discuss the renewal of the Freeland Interim Regulations. The Interim Regulations will expire on May 2nd. There has been some public concern recently about the need to keep these regulations in place. Because of this, the Board has scheduled this conversation well in advance of the sunset date for the current Interim Regulations, May 2nd.
- December: Island County staff are continuing work on the remaining comprehensive plan elements for Freeland. With the completion of this effort scheduled for summer 2010, efforts will then shift back toward the creation of development regulations.
- November 23: Draft Island County Code 17.06, Freeland Zoning Code, compiled and posted. See below for more information.
- November 2: The Board of Island County Commissioners renew the Freeland Interim Ordinance, preventing land uses form occurring which are in conflict with the adopted Freeland Sub Area Plan.
- October 26: Island County Planning and Community Development has submitted an application for EETP grant funds to assist the Freeland Planning project.
- October 12: The Board of Island County Commissioners has scheduled a hearing for the renewal of the Freeland Interim Ordinance on November 2, at 10:15 in the Commissioners Hearing Room. If renewed, the ordinance would maintain the land use regulations currently in place, preventing land uses form occurring which are in conflict with the Freeland Sub Area Plan.

Freeland Comprehensive Planning:
The Freeland comprehensive planning process was officially codified with the adoption of the Freeland Subarea Plan. The plan formalized the land use element and put in place the goals and polices of the remaining elements. Over the next months Island County staff will work to prepare the remaining elements for public review and ultimately for adoption by the Board of Island County Commissioners.
As each draft element is completed, this site will be updated with the latest information. Please check back soon to keep up-to-date.

Draft Freeland Zoning Code 17.06:
Over the summer, the Freeland Steering Committee and other volunteers from the community created and reviewed sections of the new development regulations for Freeland. This work focused on the downtown core of Freeland, the Freeland Village (FV) and Business General (BG) zones. This effort has been put on hold until the remaining comprehensive planning elements are completed. Below is a link to the compiled Draft Freeland Zoning Code, Chapter 17.06 ICC.
Although all of the language is still in draft form, the language in RED remains unresolved by the Freeland Steering Committee. As this body of language moves through the creation process, from meetings with the Steering Committee, to the Planning Commission, and ultimately to the Board of County Commissioners for adoption, the items in red will let the decision makers know where the unresolved issues remain.

Background Note: On December 10, 2007 the Board of Island County Commissioners voted to adopt the Freeland Sub Area Plan and designate Freeland as a Non-Municipal Urban Growth Area (NMUGA). The Board directed the Planning Department to incorporate minor edits to the Sub Area Plan and to prepare Findings of Fact.
