Shoreline Master Program (SMP) Department of Ecology approval process:
On May 1, 2013 the Washington State Department of Ecology (DOE) hosted a public meeting in Coupeville to discuss Island County’s proposed Shoreline Master Program (SMP) update. The Department of Ecology provided a period for public comment following that meeting. During the public comment period DOE received approximately 339 comments from 79 individuals and 16 organizations. On July 9, 2013 DOE forwarded a public comment summary to Island County containing all of the comments received during the public comment period. Pursuant to Washington Department of Ecology regulations (WAC 173-26-120(6)) Island County was required to prepare a detailed response to these comments. On August 30, 2013 Island County completed our response. A copy of the public comment summary containing Island County’s responses has been provided below.

the BOCC. Corrections (formatting, punctuation, etc.) have been made to reflect the review by the Island
County Code Reviser. Some sections and page numbers may have changed, but no substantive changes
have been made to the Planning Commission's recommendation.

|SHORELINE MASTER PROGRAM UPDATE INFORMATION|
In 2003, the state Legislature adopted new guidelines and set up a timetable for local governments to update local shoreline master programs. In July 2010, Island County entered into a grant agreement with the Department of Ecology to complete a comprehensive update of the Shoreline Master Program (SMP) by the end of 2012 for state review and approval. The SMP update process includes an assessment of shoreline areas under the provisions of the Shoreline Management Act, including completion of inventory and analysis reports with corresponding maps and illustrations that characterize shoreline ecological conditions; development of shoreline policies, environment designations, and use regulations; as well as analysis of cumulative impacts and uses, preparation of a shoreline restoration plan, and a formal local adoption process.

The Island County SMP consists of both a policy
plan and development regulations that apply to areas within
shoreline jurisdiction (200-feet upland of Ordinary High Water
Mark including lakes larger than 20-acres in size).
Shoreline uses are identified as either permitted, conditional, or prohibited uses depending on the shoreline environment designation. This designation is essentially shoreline zoning that is based on an inventory of existing uses. In general, projects within the shoreline jurisdiction are reviewed by staff to ensure compliance with the development standards listed in the SMP chapter 17.05 ICC. Regulations for development activities within a shoreline jurisdiction are located in ICC 16.21 Shoreline Management.
