The Island County Board of Health convened at 11:15 a.m. on July 14, 1997, in the Island County Courthouse Annex, Coupeville, Wa. Board of Health members in attendance were: Mike Shelton, Chairman; Wm. L. McDowell, Member; and Tom Shaughnessy, Member. Others Present: Tim McDonald, Health Services Director; Roger Case, M.D., Health Officer; & Marshall Bronson, CHAB Representative (Community Health Advisory Board).

Marshall Bronson, on behalf of the CHAB, thanked the Board members for participating in the dinner meeting held on June 19, 1997, at Whidbey General Hospital. Since that time, he spoke with people from the Hospital and the Navy who felt the meeting had been very informative and productive. As far as continuing on with like presentations on the health status in Island County, those presentations are occurring all over the County, and community health surveys are being handed out to ask what should be the focus of community health. The CHAB made some progress: 164 surveys received--336 to go; 13 presentations completed--37 to go. Should there be any particular groups that Board of Health members are aware of he would be happy to contact them and arrange for a presentation by a CHAB member. It is very important to get surveys from a wide variety of sources.

Dr. Case advised that the draft measure on the tobacco settlement is before the President for approval prior to being passed on to Congress. The settlement document is 51 pages, and Dr. Case thought it was the most significant advance in public health in the past 50 years. The WSALPHO is solidly supportive of the draft. The following local boards of health passed resolutions endorsing adoption of the resolution: Seattle-King County Health District; Snohomish Health District; Kitsap; County; Pierce County; SW Washington Health District. He urged that the Island County Board of Health consider and subsequently approve the document as is and express Island County’s support.

The Board took the matter under advisement. This will be a topic of further discussion at

Staff Session between the Board of County Commissioners and Health Department on Wednesday, July 16.
