ISLAND COUNTY COMMISSIONERS - MINUTES OF MEETING

SPECIAL SESSION - JULY 16, 1998

The Board of Island County Commissioners met in Special Session on July 16, 1998, at 5:00 p.m. at Odd Fellows Hall, 96 S. Camano Ridge Road, Camano Island WA. Chairman McDowell, Commissioners Shaughnessy and Shelton were present. Also present were Joe Araucto, Island County Traffic Engineer and Rich Murphy, I-COM Address Data Coordinator. Seven citizens were present.

IN THE MATTER OF A PUBLIC HEARING REGARDING ORDINANCE

#C-73-98 (R-29-98) – RENAMING MISCELLANEOUS

COUNTY ROADS ON CAMANO ISLAND

Chairman McDowell opened a Public Hearing to consider Ordinance #C-73-98 (R-29-98) Renaming Miscellaneous County Roads on Camano Island, as scheduled and advertised.

Public Comment

There was no public comment on the proposed road name changes except the proposal to change 90 N Entire Length, MP 0.07-MP 0.13 (SE 34-32-2E) proposed change to Sitka Lane. Seven citizens were present to represent their opposition.

Rich Murphy, I-COM, Address Data Coordinator, explained that a public hearing was held on April 6, 1998 to consider the change, proposed for change because it is a grid numbered road. The citizens at the last public hearing requested 90 N to be named High Street and continue through Blackburn Road and connect to the current High Street. From an ICOM standpoint, it was not necessary to change the addresses on Blackburn Road to High Street without a petition from the residents. The Camano Island Fire Department concurred with ICOM that it would be better not to have to readdress the residents along Blackburn Road.

Carolyn Ehret, 903 W. 90 N., she stated that they were not aware that that they needed a petition. She stated she contacted three residents along Blackburn Road and they were willing to change their address to High Road. She stated some residents did not live there. She felt changing the road to Sitka Lane would cause more confusion. They were in favor of High Road because of the heritage of their area. She noted in the legal notice for this Public Hearing, it stated the entire length of the road was proposed for change. She stated in the legal notice for the April Public Hearing, it stated from Blackburn Road easterly. They understood the change to include the whole road this time.

Mr. Murphy stated that ICOM had no objection to the change to High Road, but felt it was not necessary for 911 response. He was sorry they did not understand they needed signatures.

Sandra Erickson, 914 W. 90 N., stated at the last Public Hearing she had understood the Commissioners agreed with the proposed name to High Street and the County would notify the residents along Blackburn Road. She had asked neighbors if they received any notification. She stated she could run home and get two signatures if that would help.

Ms. Erickson stated Glen Ward and Bud Nestor, residents along Blackburn Road were in agreement with the change to High Road.

Commissioner Shaughnessy remembered it was agreed at the conclusion of the last Public Hearing that the entire road be changed to High Street.

Commissioner Shelton asked out of the seven residents that lived on Blackburn Road how many were year- around residents and if there were any objections to the change to High Road.

Chairman McDowell stated since 90 N. was not advertised to change to High Street, it would have to be re-advertised and the County would notify the residents along Blackburn Road along with those on 90 N. of the proposed change to High Street.

Mr. Murphy requested that the proposed change of the portion of Dolphin Street from Double View Drive northerly, proposed change to Hillside Drive be deleted since the road had not been developed yet. He had been told the road was punched through, but he drove there today and it was not.

Commissioner Shelton made a motion to approve Ordinance #C-73-98 [R-29-98] in the Matter of Renaming Miscellaneous County Roads according to Attachment A with the exception of continuing 90 N and eliminating Dolphin Street. Motion, as made and seconded, carried unanimously.

BEFORE THE BOARD OF COUNTY COMMISSIONERS

IN THE MATTER OF RENAMING MISC. ) ORDINANCE NO. C-73-98

COUNTY ROADS ON CAMANO ISLAND ) R-29-98

WHEREAS, the Board of County Commissioners adopted Ordinance No. C-32-96 (Interim 9-1-1 Addressing Policy) which allows the County to address the renaming of roads to avoid confusion; and

WHEREAS, the Board of Island County Commissioners has been requested by I-COM to rename the roads listed on Attachment "A";

WHEREAS, the renaming of said roads as shown would not be duplicating existing road names in Island County; NOW, THEREFORE,

BE IT HEREBY ORDAINED by the Board of County Commissioners of Island County, Washington:

1. That the County roads listed on Attachment "A" shall be renamed effective 45 days from the date of passage.

2. Island County Public Works shall fabricate and install a road sign to be posted on the effective date.

3. I-COM shall notify, by mail, owners of property abutting on the road of the public hearing date, and the name change, address number change, if any, and the effective date of this ordinance.

4. I-COM shall also notify appropriate agencies of the road/street name change, the effective date, and shall notify appropriate County departments so that County maps will show the changes.
