ISLAND COUNTY BOARD OF HEALTH MINUTES - JULY 12, 1999
The Island County Board of Health convened in Regular Session on July 12, 1999, at 11:15 a.m., in the Island County Courthouse Annex, Coupeville, Wa., with Mike Shelton, Chairman, and Wm. L. McDowell, Member, and William F. Thorn, Member, present. Also attending were: Tim McDonald, Health Services Director; Roger Case, M.D., Health Officer; Jan Dahl, Assessment Coordinator; Carrie McLachlan, Public Health Coordinator. Marshall Bronson and Dr. Herb McDonald, Community Health Advisory Board [CHAB];
Kathy McLaughlin and Darrell Ball, and Peggy Tennant, Island County/Stanwood Community Network;Trish Rose, Whidbey General Hospital.
CHAB APPOINTMENTS
Based on a recommendation for membership appointments as a result of recent interviews conducted by a team that included Chairman Mike Shelton, the Board by unanimous motion appointed the following:
Marie Piper, Oak Harbor Position #14 Term to March 8, 2002
Catherine Clark Smith, Freeland Position #19 Term to March 8, 2000
CHAB UPDATE
Dr. McDonald provided a summary from the July 6th CHAB meeting chaired by Russ Meyer:
Coupeville History Day team that won first place in the Regional and State competition,
and went on to Washington D.C. and placed 3rd in their category [project - Grand
Coulee Dam in the category of science, technology and invention].
Kathy McLaughlin announced that CHAB student member, Alasun Schrencengost, volunteered to help with South Whidbey’s Relay for Life and put together a high school team through her church, and raised the most money of any participate in the relay, raising over $1,000 as an individual. Big Brothers – Big Sisters made their first match last week.
YOUTH & FAMILY SUMMIT PROGRESS REPORT
Jan Dahl provided copies to the Board, public and press of the newly published "Youth & Family Summit Progress Report [one year later)", funded by other community partners, the partners listed on the cover. The back of the brochure explains where this all began and why this is being done beginning 1996-97 with Community Health Assessment; Oct 1997 Priority Health Issue Identified "Supporting Our Youth"; Dec 1997 Youth & Family Coalition
formed; May 1998 Youth and Family Summit held; June 1998 ongoing work with local imperative groups. The inside of the brochure lists under each of the four local imperative
groups, the imperatives developed and activities conducted under those identified imperatives. [Copies of the Report are available from the Island County Health Department]
Ms. McLaughlin advised that because Partnership With Youth did not receive the grant they last applied for, had been concentrating on programs. PWY, Big Brothers-Big Sisters, Oak Harbor School District, Human Services of Island County and the Network joined together to apply for a grant, which was awarded: a state incentive grant $148,000 per year for three years to put a student support program in the Oak Harbor School District.
Mr. McDonald did not suggest any particular summit be every 3 to 5 years; rather that would be a "community call". What he did suggest was that the cycle of looking at the data, developing priorities, should be between a 3 and 5 year cycle.
