HEALTH – MINUTES OF MEETING
DECEMBER 13, 1999
The Island County Board of Health convened in
Regular Session at 11:15 a.m., December 13, 1999, in the Island
County Courthouse Annex, Coupeville, Wa., with
Board of Health members Mike
Shelton, Chairman, Wm. L. McDowell,
Member; and William F. Thorn, Member, present.

Request for Waiver by Wendy Hensarling (Well Waiver)

Keith Higman handed out the Health Department’s Staff
Report dated November 16, 1999 “Proposal,
Findings, Analysis, Conclusions, and Recommendations for Appeal” the
same information discussed with the Board in general at a recent staff session,
other than adding pages 4, 5, 6, 7 and 8
which are maps requested. An invitation was provided to the affected parties
to attend this meeting, but applicant was not in attendance at the time this
matter was presented.
On September 2nd Mrs. Hensarling submitted
a request for reduction in a required 100’ sanitary control radius for drilling of
an individual well. Based on review of the
request for waiver and staff review of
all factors, the Health Department
recommends that the Board of Health approve the waiver based upon public health
protection. Included in the map
portion of the staff report, was scenario one [Exhibit A] representing the proposal submitted showing an overlap on the
western property, a portion of which is already encumbered with a sanitary
radius of an existing well. Per the
Board’s direction, staff provided Exhibits B and C, alternative locations of
the proposed well on Ms. Hensarling’s property, one showing the radius falling
35’ on the property to the east; and another showing a split of 17-1/2’ each of
the well radius falling on both the
east and west adjacent properties. The western property is developed; the eastern
property is not. The well that exists on the neighboring property
was drilled prior to the necessity for a restrictive covenant or setback from
neighboring property lines. Staff recommends
Scenario one under Exhibit A.
Mr. McDonald clarified that from a public health perspective, the Department would approve any of the three
options.
Board
Action. By unanimous motion the Board concurred with
the recommendation of the Health Department and agreed that the scenario outlined in Exhibit A be the
approved scenario for the requested waiver of Wendy Hensarling.
RESOLUTION
#C-165-99 [BOH-2-99] REVISION OF THE PERSONAL HEALTH SERVICE FEE SCHEDULE OF THE ISLAND COUNTY HEALTH DEPARTMENT
Mr. McDonald presented the Resolution, containing a proposed minor change in the Personal Health
Service Fee Schedule to account for
increasing costs and to be able to collect the maximum amount from Medicaid.
This was a topic reviewed with
the Board during several staff sessions.
All fees are applied on a sliding
fee scale and we do not refuse services based upon inability to pay.
Board Action: By
unanimous motion the Board adopted Resolution #C-165-99 [BOH-2-99]
in the matter of Revision of the Personal Health
Service Fee Schedule of the Island County Health Department. [document #BICC

Marshal Bronson thanked Board members for attending the December 7th joint
meeting at Whidbey General Hospital, commenting that he thought the interchange
very refreshing and beneficial for CHAB members. He reported that Health Department staff and CHAB would meet
tomorrow to consider a work plan consisting of issues that came about as a result
of the joint meeting. CHAB will review
that proposal, modify, then send it to the Board of Health Board consideration. CHAB is developing a nice relationship with Island County United Way and the
Healthy Washington Families Grant, who agreed to serve as the administrative fiscal
agent and to work to modify the model to
meet the need of key agencies.

Linda Morris opened her comments to note that the substance
abuse program major players include the Mental Health and
Substance Abuse Advisory Board; the Providers; Ropes Course Program. The treatment portion of the substance abuse
program is approximately $614,000 for a
two-year period, but for prevention
only about $44,000 is received per year, so there is no where near equity in terms of prevention. Island County’s program is based on risk
factor and protective factors, looking at the County and seeing what things are
at risk and what things can be done to protect the population to promote
health. The three general areas identified are: availability of
alcohol, tobacco and other drugs; alienation and rebelliousness; and family
management programs. Ms. Morris reviewed,
as indicated on the graph, what work is being done with respect to the three
areas identified. In providing the hand-out “Accomplishments of Island County
Human Services in 1999 and before” Ms. Morris did so with the understanding it
was not just County staff, but the result of work of many people.
A thirty minute smoking video was shown for the
purpose of sending a strong message about the severe health dangers of smoking,
and the process the South Whidbey
community went through to develop this video.
Some 200 kids from South Whidbey schools were directly involved in producing the video.
