ISLAND COUNTY COMMISSIONERS - MINUTES OF MEETING

SPECIAL SESSION - FEBRUARY 1, 1999

The Board of Island County Commissioners met in Special Session on February 1, 1999, at 3:00 p.m. at Terry’s Corner Fire Station, 525 E. North Camano Drive, Camano Island, WA. Chairman Mike Shelton, and Member Bill Thorn, were present. Wm. L. McDowell, Member, was absent, in order to attend the I-COM meeting in Oak Harbor at 3:00 p.m. representing Island County. Also present were Joe Araucto, Island County Traffic Engineer, and Rich Murphy, I-COM Address Data Coordinator. Nine citizens were present.

HEARING HELD: ORDINANCE #C-175-98 (R-66-98) – REDUCE SPEED LIMIT ON GOOD ROAD SOUTH OF SR 532 & HEICHEL ROAD NORTH OF SR 532 FROM 50 MPH TO 25 MPH

Chairman Shelton opened a Public Hearing to consider Ordinance #C-175-98 (R-66-98) to reduce the speed limit on Good Road south of SR 532 and Heichel Road north of SR 532 from 50 mph to 25 mph.

Joe Araucto explained the portion of Good Road considered was south of SR 532 adjacent to Camano Body Shop and Heichel Road was north of SR 532 and both were dead-end County roads with a default speed limit of 50 mph.

Dodie Fox, Fox Farm Bed and Breakfast, 920 N.Heichel Road, supported the speed limit reduction to 25 mph because of safety for kids, residential roads, and animals on roads.

Commissioner Thorn read the following letter into the record from Martha L. Young, 1433 Arrowhead Road, Camano Island, dated February 1, 1999, who was under the impression the proposed ordinance affected Good Road north of SR 532:

"I am unable to attend today’s meeting regarding speed limits and road name changing on Camano Island, but I wish to have my opinion heard.

I urge you to reconsider the decreasing of the speed limit on Good Road from 50 mph to 25 mph. This road is quite sparsely populated and is one of two routes from the Utsalady/Arrowhead area. I am unable to imagine what good effect this speed reduction will have.

My suggestion would be to decrease the speed limit to 45 mph on every section of road on Camano Island where the speed limit is currently 50 mph. This, to me, would make more sense than decreasing a main route like Good Road to a speed that is not realistic and would probably be a real mess to control.

Also, while you are considering renaming some streets/roads on the island, wouldn’t it make good sense to rename Good Road to Utsalady Road which, in reality, it is?

BOARD ACTION. A motion was made to approve Ordinance #C-175-98 (R-66-98) – reducing speed limit on Good Road (south of SR 532) & Heichel Road from 50 to 25 mph. Motion as made and seconded, was approved unanimously.

SPEED LIMIT ON COUNTY ROADS AS SHOWN ON ATTACHED EXHIBIT

"A", AMENDING ISLAND COUNTY CODE, TITLE X, CHAPTER 10.01

ORDINANCE NO. C-175 -98

R-66-98

WHEREAS, an engineering and traffic investigation has been made relative to the above described roads; and

WHEREAS, from review of the information obtained during said engineering and traffic investigation, 50 miles per hour is greater than is reasonable and safe under the conditions found to exist upon the roads described on the attached Exhibit "A"; and

WHEREAS, regulation of maximum vehicle speeds and traffic control upon County roads is a function of police power properly exercisable by the Board of County Commissioners; Now, therefore,

BE IT HEREBY ORDAINED by the Board of County Commissioners of Island County, Washington, as follows:

The maximum speed on the roads listed in the attached Exhibit "A" shall be as shown in said Exhibit, and the Island County Code is amended to read as shown on said Exhibit. Underlined material is added to existing county code and interlineated material is deleted.

THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT FIFTEEN DAYS FROM AND AFTER ITS PASSAGE INTO LAW.

HEARING HELD: ORDINANCE C-174-98 (R65-98) – RENAMING PORTER WAY IN THE PLAT OF MOUNTAIN VIEW BEACH #2 TO CAMANO REAL PLACE AND RENAMING THAT PORTION OF BLACKBURN ROAD FROM SUNSET TO 90N AND ALL OF 90N TO HIGH ROAD (TERRY’S CORNER FIRE STATION, 525 E. NORTH CAMANO DRIVE)

Chairman Shelton opened the Public Hearing to consider Ordinance #C-174-98 (R-65-98) renaming County Roads on Camano Island.

Mr. Murphy, I-COM Address Data Coordinator stated they initiated the change from Porter Way to Camano Real Place because Porter Way was a continuation of a private road named Camano Real Place and there was already another Porter Street. Since there were no residents on Porter Way, it would not affect anyone’s address. He stated the County was eliminating grid numbered roads and explained they originally proposed to change 90 N to Sitka Lane. The residents counter-proposed to extend High Road across Sunset and change that portion of Blackburn Road and all of 90 N to High Road. He explained I-COM had failed to provide public notice to Blackburn Road residents before the last hearing so this hearing was being held again.

Carolyn Ehret, 903 W. 90th N., Camano Island, stated changing the entire road to High Road would bring greater continuity and would be less confusing than changing only a portion to Sitka Lane. She spoke to Sylvia Solie who owns two lots at Sunset and Blackburn Road who was also in favor of changing it to High Road. She submitted a letter from her neighbor, Mr. and Mrs. Richard Cromwell into the record:

To Whom It May Concern:

We Live at 908 W 90 N on Camano Island and would like to express our feelings regarding the renaming of our street which is now 90 N. We understand that it will be renamed soon and we have previously expressed that it be name High Road. By doing this we believe it keeps a flavor of the old or earlier times of our community. We regret we will be out of town during the meeting, so please accept our letter as a vote in favor of High Road.

Mr. Glen Ward, 942 W. Blackburn Road, Camano Island was in favor of changing it to High Road. In fact, he had asked when building his house to address it High Road, but it was assigned Blackburn Road.

Commissioner Thorn supported the proposed changes and felt it would much less confusing.

BOARD ACTION: A Motion was made to approve Ordinance #C-174-98 (R-65-98) Renaming Porter Way in the Plat of Mountain View Beach #2 to Camano Real Place and renaming that portion of Blackburn Road from Sunset to 90N and all of 90N to High Road. Motion as made and seconded, was approved unanimously.

IN THE MATTER OF RENAMING )

MISC. COUNTY ROADS ON CAMANO ) ORDINANCE NO. C-174-98

ISLAND ) R-65-98

WHEREAS, the Board of County Commissioners adopted Ordinance No. C-32-96 (Interim 9-1-1 Addressing Policy) which allows the County to address the renaming of roads to avoid confusion; and

WHEREAS, the Board of Island County Commissioners has been requested by I-COM to rename the roads listed on Attachment "A";

WHEREAS, the renaming of said roads as shown would not be duplicating existing road names in Island County; NOW, THEREFORE,

BE IT HEREBY ORDAINED by the Board of County Commissioners of Island County, Washington:

1. That the County roads listed on Attachment "A" shall be renamed effective 45 days from the date of passage.

2. Island County Public Works shall fabricate and install a road sign to be posted on the effective date.

3. I-COM shall notify, by mail, owners of property abutting on the road of the public hearing date, and the name change, address number change, if any, and the effective date of this ordinance.

4. I-COM shall also notify appropriate agencies of the road/street name change, the effective date, and shall notify appropriate County departments so that County maps will show the changes.
