REGULAR SESSION - MAY 10, 1999
The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on May 10, 1999, beginning at 9:30 a.m. in the Island County Courthouse Annex, Hearing Room, Coupeville, Wa., with Mike Shelton, Chairman, Wm. L. McDowell, Member, and Wm. F. Thorn, Member, present. Minutes from the meetings of April 19 and 26, and May 3, 1999, were approved and signed.

RECOGNITION OF SERVICE
Alf Danielson, Camano Island, Noxious Weed Control Board Member since 1978, resigned from the Noxious Weed Control Board as of this month. Along with Chairman Shelton, Don Meehan, WSU Extension Agent, Gloria Whalin, Weed Board Coordinator, and Sheila Case-Smith, Chairman, Noxious Weed Control Board, presented Mr. Danielson with a Certificate of Award for exemplary service as District No. 5 representative on the Noxious Weed Control Board since August of 1978. Of special note was the fact that Mr. Danielson was born in 1916 on Camano Island and still lives in the same house.
Appointment to NOXIOUS WEED CONTROL Board
By unanimous motion, the Board appointed Tom Elsenberg, Camano Island, to serve as a member of the Noxious Weed Control Board filling the position left vacant by the resignation of Alf Danielson, term to run until July 6, 2000.
Property Listing Extension AGREEMENT FOR MARKETING OF COUNTY PROPERTY LOCATED AT 1076 FORT Nugent ROAD
Lee McFarland, Assistant Director, GSA/Property Management, presented for Board approval a listing extension from Caldwell-Banker Koetje Agency, Oak Harbor, to list County property located at 1076 Fort Nugent Road, for another year as discussed with the Board at staff session.
The Board, by unanimous motion, approved listing extension with Caldwell-Banker Koetje Agency for another year, to April 23, 2000, to list County property at 1076 Fort Nugent Road.
RAP Project Agreements – County Road Administration Board
Larry Kwarsick, Public Works Director, presented for Board approval and signature, RAP Project Agreements for construction approval for Monroe Landing Road, in two phases under the Rural Arterial funding program: Monroe Landing Road #1599-01, MP 0.39-0.83, $416,000 Monroe Landing Road #1599-02, MP 0.83-1.66, $500,000. The total project is $916,000 and involves that portion of the Road between the State Highway and Arnold Road.
By unanimous motion, the Board approved Monroe Landing Road Agreement #1599-01, and Monroe Landing Road Agreement #1599-02, for a total project amount of $916,000.
Resolution #C-51-99 – Initiating CRP #99-07, East Camano Drive/
Cross Island Rd/Arrowhead Road Intersection
By unanimous motion, as presented and recommended for approval by the Public Works Director and County Engineer, the Board approved Resolution #C-51-99 (R-26-99) Initiating County Road Project #99-07, Work Order 279, East Camano Drive/Cross Island Road/Arrowhead Road Intersection improvements by contract construction, at an anticipated total project cost of $465,000.
Mr. Kwarsick noted that the follow-on phase would be the County’s selection of a consultant to begin evaluation of design alternatives. The project was part of the Six Year Program and was accelerated as a result of the proposed school on North Camano along Arrowhead Road just north of this intersection.
Resolution #C-52-99 Initiating CRP #99-05, Cultus Bay Road Improvements
On Mr. Kwarsick’s presentation and review, the Board by unanimous motion approved Resolution #C-52-99 (R-20-99) to initiate County Road Project #99-05, Work Order 276, Cultus Bay Road improvements. As noted by Mr. Kwarsick, this involves construction pavement asphalt overlay on a portion of Cultus Bay Road, South Whidbey, proposed as Day Labor Construction with a budget established at $48,000, included in the Six Year Road program as well as the Annual Road Program.
Escrow Agreement – BBG Group - Woodland Beach Road
The Board approved, by unanimous motion, Escrow Agreement for BBG Group, the contractor for Woodland Beach Road under County Road Project #98-06, for the purpose of holding contractor’s retainage, at the request of the contractor and recommended for approval by the Public Works Director.
Agreement for Professional Services #PW-992014 – Brown and
Caldwell, Inc., - maintenance manual/workshops
On Mr. Kwarsick’s recommendation, the Board approved Agreement for Professional Services #PW-992014 with Brown and Caldwell, Inc., in an amount not to exceed $39,997.47, for the purpose of developing a Maintenance Manual and hold workshops with the Island County Road workforce, intended to address construction and maintenance practices along roadways, establishing best management practices and training staff to act appropriately to assure that critical areas are protected and that erosion and sedimentation is controlled from work sites.
Lew Legat, County Engineer, saw this as an on-going process in regard to the Endangered Species Act. Mr. Kwarsick commented that under the County’s recently adopted Critical Areas Ordinance, certain County activities are exempt from process and procedures but not exempt from applying best management practices to gain those exemptions.
AWARD OF BIDS
On presentation and review with the Maintenance Superintendent, and recommendation of the County Engineer, the Board by unanimous motion awarded the following bids:
Snow Plows (4)-New 1999 Snow Plows, one-way, awarded to Northend Truck Equipment in the amount of $27,623.46, the lowest bidder meeting specifications
New 1999 Side Discharge Conveyor, awarded to Norstar Industries, Inc., in the amount of $24,803.15, the lowest bidder meeting specifications
New 1999 Straw Blower awarded to Norstar Industries, Inc., at the bid price of $10,287.41, the lowest bid meeting specifications
New 1999 Hydro-Seeder awarded to Norstar Industries, Inc., at bid price of $22,527..76, the lowest bidder meeting specifications
