đ¨ Welcome to the Board of County Commissioners meeting.  The Board values your input and ideas, and sets aside a time called “Public Input or Comments” to listen to your comments about subjects not on the agenda; that time will commence at 10:00 a.m. Times shown on the agenda are estimated:  a “Public Hearing” or “Public Meeting” will begin no sooner than the time shown.  Occasionally, items do not make  this agenda in time, but are added just prior to the meeting at the discretion of the Chairman.  This separate “Chairman’s Agenda” will be addressed as the schedule permits.

1)  9:30 a.m. Convene Regular Meeting of the Board of Island County Commissioners

a)      Review Pre-audited bills & approve vouchers;

b)     Approve Minutes of Previous Meetings

 

2)  9:45 a.m. Human Resources      Hiring Requests & Personnel Actions

 

3)  Miscellaneous Untimed Items

a)      Appointments and/or Re-appointments to Various Boards and Committees

b)     CZM 306 Beach Watcher 2000//2001 Volunteer Program Contract #G0100002 between State Department of Ecology and Island County; total eligible project cost $76,000; State Grant Share $38,000; Local Match $38,000

c)      Interlocal Agreement between Island County and San Juan County for provision of Public Defense Administration  Services 

 

4)  10:00 a.m.   Public Input or Comments.  This is time set aside for members of the public to speak to the Board about subjects of concern or interest, or items not already set aside for a public hearing.  The Board will take all information under advisement, but generally will not take any action unless it is emergency in nature.  To ensure your comments are recorded properly, you need to state your name and address clearly into the microphone. Please limit your comments to 2 minutes.

 

5)     10:15 a.m. Public Works and Community Development/Permit Division

(including Diking Improvement District No. 4)

 

a)         Abutter’s Agreement to Improve Right-of-Way – Agreement No. PW-0020-31; Island County and Stanwood-Camano School District No. 401, flashing light system in school zones on Arrowhead Road and Elger Bay Road.

 

b)               Bid Award – Supplying Raised Pavement Markers for Whidbey and Camano Islands for year 2000; bid opening August 18, 2000.  

 

6)     10:30 a.m.  Monthly Financial Reports from Auditor & Treasurer

 

 

7)     10:45 a.m. Planning

Approve and Sign Resolutions Accepting Planning Commission Recommendations:

 

·       Resolution C-    -00 (PLG-020-00) Amending Camano RAIDs to decrease the total area and number of parcels.             Planning Commission Recommendation:  no action be taken

 

·       Resolution C-    -00 (PLG-021-00) Establishing additional development standards and siting criteria for RV Parks.  Planning Commission Recommendation:  no action be taken

Point of Order:  Gilmore Research Group Agreement (approved August 14, 2000 by the Board of County Commissioners): need to note in this meeting’s minutes that the Board of Health had  approved having the chair sign the contract on behalf of the Board of Health although no motion to this effect was noted in July’s minutes.
