Regular Meeting

Monday March 20,2000

Members Present: Commissioners Wm. L. McDowell; Wm. F. Thorn; Mike Shelton; Holly Schoenknect, WGH Commissioner; Roger S. Case, M.D., Executive Secretary, Board of Health.

Absent: Mayor Patty Cohen

 

The regular scheduled meeting of the Island County Board of Health was called to order at 5:08 p.m. by Chairman Mac McDowell.

 

Holly Schoenknect moved that the minutes from Board of Health meeting, February 28, 2000 be approved, the motion was seconded by Mike Shelton. Minutes were approved.

 

There was no input from the public.

 

Roger Case requested that Roxanne Oliver have the opportunity to give her report on the Mental Health & Substance Abuse Advisory Board at this time because of another meeting she had to attend. The request was granted.

 

·              Roxanne Oliver reported on the Cookie Creations program. She stated that Community Mental Health would not subsidize the program.  They are looking for ways to make the program financially viable. Both Bill Thorn and Mike Shelton had concerns regarding the potential elimination of Cookie Creations. Mike Shelton also expressed concerns about Community Mental Health elimination of Island County Director and their lack of support for the Island County’s youth respite house. Commissioner Shelton, Island County’s representative to the RSN, suggested he would continue to work hard to assure Community Mental Health is responsive to Island County needs, especially as it relates to expenditure of public funds.

 

Action on Contracts as follows:

 

1.           Consolidated Contract Amendment, Island County and State Department of Health, C08611(1).  After motion made by Mike Shelton to approve and seconded by Holly Schoenknect, it was approved.

2.           Contract: HD-02-00, Hayes Drilling, Inc., for Site Hazard Assessment, NTE $12,000.00.  After motion made by Mike Shelton to approve and seconded by Bill Thorn, it was approved.

 

Reports from Health Department:

 

CHAB Nominations: Tim McDonald advised the BOH that positions #16, 18, 19, 21 on the Community Health Advisory Board were about to expire. CHAB recommended that the BOH members renew the terms for Amy Ayers, Patricia Whitcomb, Catherine Smith, and Jesse Lowder.  This motion was moved by Mike Shelton and seconded by Bill Thorn, then passed. Tim discussed the interview process for CHAB. Mac McDowell asked if anyone would like to be a part of the Interview Committee. After a brief discussion it was agreed that Holly Schoenknect would be the Board’s representative on the CHAB interview committee.

 

Board of Health Appeal Procedures:   (see attachment) There was a discussion and a consensus that it should be rewritten.

Agency and Advisory Board Reports

 

·        Opportunity Council of Island County: Lisa Clark gave an update on The Energy Assistance Program and a new Medicaid outreach program.  She said that Childcare Quality Enhancement grant had been signed and would soon be implemented.  There are 62 Childcare Licensed Providers in Island County.

·        Darrell Ball gave a presentation on the work that he does as a volunteer for the Island County and Stanwood Health & Safety Network (IC/SHSN), teaching computer basics to young people at the South Whidbey Community Health Services building. This service helps to build self esteem in the young.

·        Kathy McLaughlin IC/SHSN staff gave a presentation on the South Whidbey Resource Center.            (attachment)

 

CHAB 2000-2001 Workplan

 

·        Marshall Bronson presented a CHAB workplan for years 2000 and 2001.  The plan contains elements of assessment, evaluation, and staffing of the CHAB. An attached letter from Russ Meyer, CHAB president presented the plan to the Board of Health and asked for the Board’s support of the plan.

 

·        Bill Thorn commented that he was interested in more focus on specific imperative evaluation.

·        Holly Schoenknect would like to see another youth and family summit.

·        Mike Shelton said he was pleased with the proposed biennial report.

·        Mac McDowell thanked the CHAB for their work.

 

No further business to come before the Board.  The meeting adjourned at 6:23 p.m.  The next meeting is April 17, 2000 at 5:00 p.m.
