The regular scheduled meeting of the Island County Board of Health was called to order at 5:00 p.m. by Chairman Mac McDowell.

Commissioner Mike Shelton made the motion that the minutes for March 20, 2000 be approved, it was seconded and approved.

There was no input from the public.

Action on Contracts follows:

• Board of Health Appeal Procedure: After a brief discussion and clarification about findings of fact Commissioner Bill Thorn moved to accept as written, Commissioner Holly Schoenknect seconded the motion,; the board approved. (see attached).
• A presentation on the proposed Onsite/Code Revision was given by Keith Higman and Rob Hallbauer. Keith presented the health reasons for the proposed changes and Rob gave the technical reason. (see attached) It was agreed that at the next Board of Health, a public hearing would be conducted concerning the proposed changes.

• There was no report from the Opportunity Council.
• Since Marshall Bronson was ill, Carrie McLachlan gave an update on the Community Health Advisory Board(CHAB) The membership committee is receiving applications to fill the four recently vacated positions. Nominations to fill these positions will be presented at the May Board of Health. Imperative updates will be presented at the June Board of Health.
• Roksan Oliver presented an update for the Mental Health & Substance Abuse Advisory Board. Board members are increasing their knowledge of service and treatment by having specialists meet with them.
• Kathy McLaughlin gave an update for the Public Health & Safety Network (see attachment).
• Kris Laaninen gave an update for Community Mental Health Services. They have plans of action to improve dialog and more fully integrate with the community. She stated that they need to make Cookie Creations more viable. Community Mental Health Executive members are working with management to enhance increase local control of provider services.

There being no further business, the Chair adjourned the No further business to come before the Board. The meeting at 6:48 p.m. The Board will reconvene planned May 15, 2000 at 5:00 p.m..
