Regular Meeting

Members Present: Commissioners William. F. Thorn; Mike Shelton; Holly Schoenknecht, WGH Commissioner; Captain John E. Tracy, MSC, USN, Ex-Officio Member; Roger S. Case, MD, Executive Secretary to the Board

Absent: Commissioner Mac McDowell and Mayor Patty Cohen

 

The regular scheduled meeting of the Island County Board of Health was called to order at 5:02 p.m. by Vice-Chairman William. F. Thorn.

Commissioner Mike Shelton made the motion that the minutes for April 17, 2000 be approved; it was seconded and approved.

There was no input from the public.

 

Agency Update:     Lisa Clark, local director of the Opportunity Council, reported on the status of the Child Care Resource & Referral (CCR&R) program and updating qualifications. The State Executive Director for CCR&R will be coming to Island County to discuss the on-site child care provider training which will be provided on Whidbey.  Also, Medicaid Outreach Training will begin near the end of May; Affordable Housing is still a concern, and the Opportunity Council is still on-line for implementing Community Voice-mail.

Public Hearing:      Resolution C-51-00 to change Island County Code 8.07C  (Sewage Waste Disposal) was presented by Keith Higman. (See attached.) After a brief discussion regarding clarification of the health reasons for the changes, Commissioner Shelton moved that Resolution C-51-00 be approved as submitted. Commissioner Schoenknecht seconded, and the resolution was passed.

Action on Contracts follows:

1.     Nutrition Services for San Juan County - Commissioner Shelton moved that Contract Number HD-06-00 be approved, Commissioner Schoenknecht seconded. There was no discussion; the contract was approved for the Chairman’s signature.

2.     Medicaid Client Outreach Project - Commissioner Shelton moved that Contract Number 0063-42385 be approved, Commissioner Schoenknecht seconded.  There was no discussion; the contract was approved for the Chairman’s signature.

 

Report from Health Department:

Tim McDonald, Health Services Director, gave an update on the Behavioral Risk Factor Surveillance Survey (BRFSS). (see attachment) To date, a total of $24000.00 has been committed for conducting BRFSS 2000. These fund amounts have been confirmed by Whidbey General Hospital ($5000.00), Island County Health Department ($5000.00), the Whidbey Hospital Foundation ($5,000), the Washington Health Foundation ($5,000) and the Public Health & Safety Network ($4,000).

Tim McDonald presented the Washington Health Foundation Contract Number HD-08-00 for $5000.00. Commissioner Shelton moved to approve the contract, and Commissioner Schoenknecht seconded the motion.  Contract HD-08-00 was approved for the Chairman’s signature.

A question regarding the legality of the Vice-Chair being able to sign contracts when the Vice Chair chairs a meeting was forwarded to legal counsel.

There being no further business, the Chair adjourned theNo further business to come before the Board. The meeting at 6:10 p.m. The Board will reconvene plannedJune19, 2000 at 5:00 p.m.
