Regular Meeting

Absent: Captain John E. Tracy, MSC, USN, Ex-Officio Member and Mayor Patty Cohen

 

The regular scheduled meeting of the Island County Board of Health was called to order at 5:00 p.m. by Chairman Mac McDowell.

Commissioner Bill Thorn moved that the minutes for the May 15, 2000 Board of Health meeting be accepted as written;  Commissioner Holly Schoenknecht seconded.  At this  point Health Services Director Tim McDonald referred to a section of the minutes regarding the legality of the Vice-Chair being able to sign contracts when the Vice-Chair chairs a meeting. He stated that David Jamieson, Jr., Prosecuting Attorney, commented that if the Board approves an issue for the chair’s signature and the Vice-Chair is acting as the chair, then the Vice Chair signs the document.  After a brief discussion the minutes were approved.

There was no input from the public.

Agency Update:     CHAB made a presentation on Community Imperatives, semi-annual update. (see attachment) Patricia Whitcomb presented the Executive Summary of the Community Imperative Report. There was a brief discussion about ways to encourage participation of volunteers. Mickie Nowlin presented a status report of each of the Community Imperatives evolving from the Youth Summit of May, 1998.

Action on Contracts follows:

1.     Consolidated Contract Amendment 2-Commissioner Mike Shelton moved that Contract Number C08611 be approved, Commissioner Bill Thorn seconded. There was no discussion; the contract was approved for the Chairman’s signature on behalf of the board.

2.     Family Planning Amendment-Commissioner Mike Shelton moved that Contract Number 9863-15194(2) be approved, Commissioner Bill Thorn seconded. There was no discussion; the contract was approved for the Chairman’s signature on behalf of the board.

3.     Personal Care/Copes-Commissioner Mike Shelton moved that Contract Number 2000 CMNOS-41(01) be approved, Commissioner Bill Thorn seconded. There was no discussion; the contract was approved for the Chairman’s signature on behalf of the board.

4.     Health Officer’s Personal Services Contract-Commissioner Mike Shelton moved that Contract HD-06-00 be approved, Commissioner Bill Thorn seconded. There was no discussion; the contract was approved for the Chairman’s signature on behalf of the board.

Nominations for CHAB Membership were presented by Holly Schoenknecht.

·       David Howe, DDS (retired) was nominated for Position #7 for one year.

·       Robin Hertlein was nominated for Position #15 for three years.

 Both nominations were seconded, and the motion passed.

Report from Health Department:

Tim McDonald, Health Services Director, on behalf of the Health Department staff, recommended to the board the denial of the Patterson Septic System Appeal Waiver Request. Commissioner Mike Shelton moved to deny the appeal of the Patterson Septic System waiver request. Commissioner Bill Thorn seconded. The motion to deny the appeal passed unanimously.

Tim McDonald asked the Board of Health to schedule a date and time for the Brentwood Appeal. Commissioner Mike Shelton moved that the Brentwood Appeal be scheduled for 9:00 a.m. on July 24, 2000. Commissioner Bill Thorn seconded the motion. The motion was approved unanimously.

There being no further business, the Chair adjourned theNo further business to come before the Board. The meeting at 5:52 p.m. The Board will reconvene plannedJuly 17, 2000 at 5:00 p.m.
