The regular scheduled
meeting of the Island County Board of Health was called to order at 5:00 p.m.
by Chairman Mac McDowell.
Commissioner Bill Thorn
moved that the minutes for July 17, 2000 be accepted as written. Commissioner
Holly Schoenknecht seconded. The minutes were approved.
There was no input from the
public.
Community Agency Report: Lisa Clark
gave an update for the Opportunity Council.
Tim McDonald reported on a
meeting at Whidbey General Hospital that he attended August 21, 2000. He
expressed his concerns about the possibility of the hospital relocating the
clinic that is now at North Whidbey Family Resource Center. After a discussion
of this potential move, Commissioner Bill Thorn made a motion for Tim McDonald
to draft a Board of Health Resolution to hold a joint workshop with Whidbey
General Hospital Board members prior to a decision being made on relocating the
clinic. Patty Cohen seconded the motion which passed unanimously. Commissioner
McDowell will sign the resolution on behalf of the Board. If he is available,
Scott Rhine, Whidbey General Hospital CEO will also be asked to attend the next
Board of County Commissioners Staff Session along with the members of the Board
of Health, 23 August, 2000.
Action on Contracts follows:
1.
Childcare Consultation - Commissioner Mike Shelton moved that Contract Number
HD-11-00 be approved for the Chair to sign on behalf of the Board. Commissioner
Bill Thorn seconded the motion. The contract was approved.
2.
Consolidated Contract - Commissioner Mike Shelton moved that Contract Number
C-08611(3) be approved for the Chair to sign on behalf of the Board.
Commissioner Bill Thorn seconded. The contract was approved.
Point of Order
- Gilmore Research Agreement (approved by the Board of County Commissioners on
August 14, 2000)
Health
Services Director Tim McDonald related the need to record in the minutes that
the Board of Health approved having the chair sign the contract on behalf of
the Board of Health although no motion to this effect was noted. Commissioner
Mike Shelton moved to endorse the signing of the Gilmore Research Agreement by
the Chair. Commissioners Holly Schoenknecht and Bill Thorn seconded. The motion
was approved.
Tim McDonald presented a
letter from the Department of Ecology. See
Attached.
Nomination for CHAB Membership: Commissioner
Holly Schoenknecht moved that Captain Joline I. DeVos, NC, USN, nominated by
the Community Health Advisory Board (CHAB), be approved for CHAB position #20.
Commissioner Bill Thorn seconded the motion; Capt. DeVos was unanimously
approved for the position.
Presentation: “Communicable
Disease” was presented by Roger Case, MD,
and Shannon McDonnell, RN. Dr. Case discussed RCW 70:05.060 (powers and
duties of the Local Board of Health) and parts of WAC 246-100, highlighting the
many diseases the Health Department is responsible for reporting — see
attachment. Shannon spoke of the specific responsibilities of the communicable
disease staff personnel, and of the many unfunded treatment routines involved
in meeting the responsibilities of combating and/or preventing the spread of
communicable disease. Dr. Case
concluded by reminding the Board that the health department is unable to charge
for many of these expenses, and presented a position paper outlining a method
for establishing dedicated and predictable local government financing for such
public health programs. (see attached)
There being no further
business, the Chair adjourned the meeting at 6:24 p.m. The Board will reconvene
September 18, 2000 at 5:00 p.m.
