Absent: Commissioner Mac McDowell
The regular scheduled meeting of the Island County Board of Health was called to order at 5:02 p.m. by Vice-Chairman, William F. Thorn.
There was no input from the public.
Commissioner Mike Shelton moved that the minutes for August 21, 2000 be approved as written, Commissioner Holly Schoenknecht seconded. The minutes were approved.
Health Services
Director Tim McDonald submitted the following contracts to be signed by the
Vice-chair on behalf of the Board of Health:
1. Medicaid Outreach-Opportunity Council -Commissioner Mike Shelton moved that Contract No. HD-12-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
2. MSS/MCM Psychosocial Agreement-Community Mental Health-Commissioner Mike Shelton moved that Contract No. HD-13-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
3. Medicaid Outreach-Whidbey General Hospital -Commissioner Mike Shelton moved that Contract No. HD-14-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
4. NW Educational Services District 189-Coupeville School Nurse-Commissioner Mike Shelton moved that Contract No. HD-15-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
5. Hiv/Aids Peer Ed-South Whidbey Youth Center- Commissioner Mike Shelton moved that Contract No. HD-17-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
6. Hiv/Aids Peer Ed, North Whidbey-Partnership with Youth- Commissioner Mike Shelton moved that Contract No. HD-16-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
7. Environmental West Exploration, Inc. Drilling Services Agreement- Commissioner Mike Shelton moved that Contract No. HD-19-00 be approved for the Vice-chair to sign on behalf of the Board. Commissioner Holly Schoenknecht seconded. The contract was approved.
Kathy McLaughlin gave an update for the Island County Stanwood Community Public Health & Safety Network (see attachment). She presented the Board members with graphs reflecting the sampling of 50 youths surveyed to ascertain what they viewed as leading issues in their communities, and commented that the Network would have more results after another such survey done on October 7, 2000 at the “Children’s Day”. Commissioner Mike Shelton moved that the Board of Health go on record stating their support for “Children’s Day, October 7, 2000”.
Report from the Health Department:
· Health Services Director Tim McDonald gave an update on pending appeals. He stated that Brentwood/Maple Grove Beach Water Association hired an attorney and is filing an appeal. He further stated that the concerned parties are talking, and that collaboration may yet obviate the appeal process.
· Wagon Wheel Mobile Home Park has hired Attorney Joan McPherson. The attorney says that the owner is beginning to accept our requirements.
· Updating the Board on the North Whidbey Family Resource Center, Tim McDonald related that Whidbey General Hospital is working to define just how much additional space is necessary to meet the Community Clinic's expanding services, and that a team of participants from the hospital and the county is to meet tomorrow (Sept.19) to address identified concerns.
Presentation: Environmental Health Director Keith Higman introduced Janet Anderberg from the WA State Department of Health. She presented “Food Safety”. A brief synopsis follows:
1. Food Safety Program checks Foodborne Disease in state of Washington.
2. Food Safety issues are in news daily.
3. Most reported outbreaks of foodborne disease are in Western Washington.
4. 21% of outbreaks that were reported in the United States are in Washington (this is due to the better reporting measures in Washington.)
5. Foodborne disease can cause many complications, some of them serious.
6. 30% of outbreaks in Washington State are caused by poor hand washing.
7. Food Safety impacts the entire Community.
8. Prevention is Key.
Janet went on to summarize the growing problem of food safety and communicable disease, and personalized many points by relating stories about individuals, families and communities that have had to deal with the problems precipitated by improperly preparing/cooling and/or storing food, and by poor personal sanitary measures. Janet commended our health department on doing an excellent job, but stated that one person (Sally) cannot alone do all that needs to be done to adequately address all the food safety issues that should be addressed.
The Board thanked Janet for her very excellent presentation, and asked if she might make the presentation material available for local use by the health department staff members, which she agreed to do.
There being no further business, the Chair adjourned the meeting at 6:40 p.m. The Board will reconvene October 16, 2000 at 5:00 p.m.
