Regular Meeting

Monday November 20,  5:00 p.m.

 

 

Members Present: Commissioners Mac McDowell, William. F. Thorn; Mike Shelton; Holly Schoenknecht, WGH Commissioner; Roger S. Case, MD, Executive Secretary, Board of Health.

Absent: Captain John E. Tracy, MSC, USN, Ex-Officio Member and Mayor Patty Cohen

The regular scheduled meeting of the Island County Board of Health was called to order at 5:00 p.m. by Chairman, Mac McDowell.

There was no input from the public.            Roger Case asked that Holly Schoenknecht be allowed to introduce the prospective CHAB member, Celine Servatius.

Commissioner Holly Schoenknecht moved that Celine Servatius be approved as a member of the Community Health Advisory Board (CHAB). Commissioner Mike Shelton, seconded. Her nomination was approved unanimously.

Commissioner Mike Shelton moved that the minutes for October 16, 2000 be approved as written, Commissioner Bill Thorn seconded. The minutes were approved.

Community Agency Report:

      Developmental Disability Board: Jackie Henderson, Human Services Director gave an update for the Developmental Disability Board.  (attachment)  She commented that the good economy is not hitting the Human Services area.  She stated that Department of Vocational Rehabilitation (DVR) is bankrupt and the new clientele are obtained by order of selection.

 

     Tobacco Coalition of Island County:  Jackie Henderson gave a report for the Tobacco Coalition of Island County-Anti-Tobacco/Tobacco Prevention (attachment)  She stated that they expect the same funding as last year ($22,000) RFP’s will be given to students for information on new ways to encourage youth to stop smoking.  Sandy Aikens gives quarterly Smoking Cessation Classes. Videos are available.

 

Presentation:

 

     Oral Health Program was presented by Carol McNeil and Caroline Lokkins.  A report was given on the “Smile 2000”.  The Youth Risk Surveillance “Smile 2000” will be reviewed as goals are set for “2001”. They screened 734 students and received 249 questionnaires, this information was entered into the state computer.

 

Action on Contracts:

 

1.      Consolidated Contract Amendment No. 5 - Commissioner Mike Shelton moved that Contract C08611(5) be approved for the Chair to sign on behalf of the Board.  Commissioner Holly Schoenknecht seconded.  The contract was approved.

2.      HIV/AIDS-Stanwood Camano Community Resource Center - Commissioner Mike Shelton moved that Contract HD-22-00 be approved for the Chair to sign on behalf of the Board.  Commissioner Holly Schoenknecht seconded.  The contract was approved.

 

 

Report from the Health Department:

Tim McDonald, Health Services Director, stated the need to set a public hearing on December 18th at 5:15p.m. to amend Island County Code, Repealing Chapter 8.24 Comprehensive Health Planning. Ordinance No. C106-00, HD-21-00.  Commissioner Mike Shelton moved that the Public Hearing be set for December 18, 2000 at 5:15 p.m. to amend Island County Code, Repealing Chapter 8.24 Comprehensive Health Planning, Ordinance No. C-106-00; HD-21-00.  Commissioner Holly Schoenknecht seconded.  The motion was approved.

Re-adoption of the fee schedule (resolution Number C-118-00)  Commissioner Mike Shelton moved that Resolution C-118-00 be approved. Commissioner Holly Schoenknecht seconded. The motion was approved.

Proposal to schedule two special boards of Health on December 4th, 2:00 p.m. and December 5th, 5:30 p.m.  Commissioner Mike Shelton moved that the hearing for Maple Grove be scheduled for December 4th, 2:00 p.m. and the Special Board of Health be scheduled for December 5th, 5:30 p.m at Whidbey General Hospital. Commissioner Holly Schoenknecht seconded. The motion was approved.

 

There being no further business, the Chair adjourned the meeting at 5:55 p.m.  The regular Board of Health will reconvene December 18, 20, 2000 at 5:00 p.m.
