The Board of Island County Commissioners (including Diking Improvement District #4) met in Special Session on April 26, 2000, beginning at Noon, in the Island County Courthouse Annex, Coupeville, Wa. Wm. L. McDowell,. Chairman, William F. Thorn, Member, and Mike Shelton, Member, attended. Others attending included: Nancy Conard, Mayor, Town of Coupeville; Patricia A. Cohen, Mayor, City of Oak Harbor; and Lloyd Furman, Mayor, City of Langley.

The purpose of the Special Session was to conduct a joint meeting with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts to discuss forming an organization of Elected Officials in Island County to meet regularly and share information and concerns.

Consensus reached:

• form an organization of Elected Officials in Island County similar to Skagit Council of Governance to meet the last Wednesday at Noon every other month following the RTPO meeting, beginning July 26^th.
• the next meeting will be a special session June 14 @ Noon at Oak Harbor City Hall and the agenda will include a legislative update and the matter of adopting a regular meeting schedule.
