REGULAR SESSION  -  JULY 3, 2000

 

 

The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on July 3, 2000, beginning at  9:30 a.m.,  in the Island County Courthouse Annex, Hearing Room, Coupeville, Wa.  Commissioners,   Wm. L. McDowell, Chairman,   William F. Thorn, Member and Mike Shelton, Member,  were present.   

 

VOUCHERS AND PAYMENT OF BILLS

 

The following vouchers/warrants were approved for payment by unanimous motion of the Board:

MENTAL HEALTH &  SUBSTANCE ABUSE ADVISORY

BOARD REAPPOINTMENTS 

 

The following individuals were reappointed for another term on the County Mental Health and Substance Abuse Advisory Board, for a term to July 1, 2003:    Janice Pickard;  Amy Ayers;  Chris Murray; and  Diane Watson.

 

Special Occasion Liquor License
Camano Country Club

 

The Board, having received favorable recommendations of approval on review by the Sheriff and the Health Department, approved by unanimous motion,  Special Occasion Liquor License #071122 by Camano Country Club for an event to be held on July 21, 2000.

 

County Designated Mental Health Professionals

 

As recommended by Jackie Henderson, Island County Human Services Director, the Board by unanimous motion approved the County’s designation of Mental  Health Professionals:    Jennifer Elias, MSW; Timothy Davis CSW, MHA; J Solberg CSW, Geriatric Mental Health  Specialist. 

 

HEARING HELD:  OPEN UNOPENED COUNTY R/W KNOWN AS SUNNY CREST LANE LOCATED IN PLAT OF CROCKETT LAKE ESTATES

 

A Public Hearing was held at 10:20 a.m. as advertised for the purpose of considering the request of S&R Enterprises for private construction of unopened County right-of-way known as Sunny Crest Lane located  in the Plat of Crockett Lake Estates, Permit #UPW99-0242, Short Plat #210/99.

 

At the time of hearing, no members of the public were present to speak either for or against proposed opening of the unopened right-of-way.  Larry Kwarsick, Public Works Director, explained  this was dedicated to the public as part of the Plat of Crockett Lake Estates and this particular stretch was not opened.  Applicant requested opening as a means to access one of two lots in a proposed short plat.  County Engineer and staff recommend approval.

           

By unanimous  motion, the Board approved opening the unopened county right of way at request of S&R Enterprises for private construction of unopened right of way known as Sunny Crest Lane located in the Plat of Crockett lake Estates, Permit #UPW99-0242, Short  Plat #210/99.

 

After the hearing was closed, a representative from S&R Enterprises spoke in support of the opening of the  unopened county right of way, but asked  for some clarification with regard to standard conditions.   Mr. Kwarsick confirmed requirement was to build a standard short plat roadway cross section, which is a 14’ wide roadway.   With that, the applicant concurred, and was appreciative for the action taken.

 

 

HEARING HELD:   Ordinance #C-58-00 (R-27-00)  Executing Loan Agreement between IS. CO.  and Washington State Department

of Ecology; Glendale Creek Restoration

 

A Public Hearing was held at 10:30 a.m. as scheduled and advertised, for the purpose of considering Ordinance #C-58-00 (R-27-00) Executing Loan Agreement between Island County and Washington State Department of Ecology for  Glendale Creek Restoration #PW-002014 in the amount of  $645,000.

 

Mr. Kwarsick commented to note this was a  DOE water quality program loan agreement for a 5 year period for $645,000 with no interest.  Funds from the loan would go toward  improvements of Glendale creek and the townsite of  Glendale.  Dick Snyner, Construction Engineer, added that the fund source is the Road Fund and  repayment  starts 2001 with two payments a year.  Last week a pre-bid meeting was held on this project, and some 6 contractors were present, along with local residents and representatives from Save Glendale Committee.  Bid opening is scheduled for July 12th.  The County Road Project (CRP) revised from 1997, will be presented to the Board for review and discussion at Staff Session this Wednesday, along with budget amendment.   Bid  addendum will go out today consisting of a few minor  clarifications on the plans. 

 

No members of the public  commented for or against adoption of  Ordinance #C-58-00.

RESOLUTION  C-58-00

                             R–27-00

 

 

 

WHEREAS, in response to the 1996 – 1997 winter storm disaster there was a need  to commence with construction on the Glendale Creek Restoration project; and

WHEREAS, there is a need to provide financial resources for this project in the Island County Road Fund; and

WHEREAS, the Water Quality Program of the Washington State Department of Ecology has approved a loan to island County from the Washington State Water Pollution  Control Revolving  Fund not to exceed $645,000  for a term of five years at zero percent per annum interest, and requires said loan proceeds to be used to finance the project design and construction of the Glendale Creek Restoration Project; and

WHEREAS, this loan does not create an indebtedness for Island County in excess of any constitutional or statutory  limitation and will be repaid using Road Funds;  NOW THEREFORE,

           

            BE IT HEREBY RESOLVED,  that the loan agreement between Island County and the Washington State Department of Ecology is  approved in substantially the same form as attached hereto as Exhibit A.

 

            Reviewed this 12th  day of June, 2000 and set for public hearing at 10:30 a.m.  on the 3rd day of July,  2000.

Estimate of Purchaser’s Closing Costs:  Lots 1, 2, 3 & 4,

West Beach Vista, Division #2

 

The Board, by unanimous  motion, approved the Buyer Settlement Statement [folder #S75395],

Estimate of Purchaser’s Closing Costs:  Lots 1, 2, 3 & 4, West Beach Vista, Division #2. 

 

The County Commissioners expressed appreciation on behalf of the citizens  of Island County for the very  generous donation by the  property owners; the  property was assessed at $157,000 and the owners are making a charitable donation of $132,000, thus Island County is paying  $25,000 for the property, plus closing costs.

 

Mr.  Kwarsick expects that the remaining documents will be received next Monday; closing date is scheduled for  July 17, 2000.

 

Adopt-A-Road Litter Control Program Agreement

 

By unanimous motion, the Board renewed the following Adopt-A-Road Litter Control Program agreements, to July 3, 2002:

 

§        Arndt, Kwarsick & McNeil Families; renewal, Maxwelton Road from Langley Road to one mile south.

§        Lil’ Cat Boat Company, Ltd; renewal, East Camano Drive from Terry’s Corner to Cross Island Road.

 

There being no further business to come before the Board at this time, the Chair             adjourned the meeting at 10:35 a.m., to meet in Regular Session July 10, 2000, at

9:30 a.m.
