SEPTEMBER 11, 2000

 

The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on September 11, 2000  at  9:30 a.m., in the  Island County Courthouse Annex, Hearing Room, Coupeville, Wa., with   Wm. L. McDowell, Chairman,   William F. Thorn, Member and Mike Shelton, Member, present.    By unanimous motion, the Board approved and signed minutes from:  August 28, 2000 Regular Sessions; August 30, Special  Session.

VOUCHERS AND PAYMENT OF BILLS

The following vouchers/warrants were approved for payment as well as August payroll, by unanimous motion of the Board:

Employee of the Month

 

Andy Griffin was selected as the Employee of the Month for August.  Andy is a Lead Plans Examiner/Building Inspector in the  Building Division of Community Development, and

regularly complimented on his knowledgeable assistance and personalized attention when helping applicants acquire a permit.

Having received favorable recommendations from the Sheriff and the Health Department, the Board by unanimous motion,  approved  Special Occasion Liquor License #368785 by Island Arts Council, Langley, for an event to be held on September 30, 2000, at Bayview Hall, Langley. 

 

Resolution #C-86 -00:  Proclamation for Zacharias Marten Taftezon Day, September 17, 2000

 

The Board, by unanimous motion,  approved  Resolution #C-86-00 proclaiming Zacharias Marten Taftezon Day, September 17, 2000.

Zacharias Martin Taftezon Day }

 

            WHEREAS, the year 2000 is a special year  for people of Norwegian descent who are celebrating   1000 years of Norwegian immigration to North America, the millennium of Leif Erikson’s voyage, the  175th anniversary of the beginning of organized immigration  from Norway and the 150th anniversary of the first Norwegian in Oregon territory who settled in Oak Harbor, Washington; and 

 

            WHEREAS, the year 2000 marks the  150th anniversary of the arrival of Zacharias Martin Taftezon, the first Norwegian in Oregon Territory,  and his family who settled on Whidbey Island, Camano Island and Stanwood; and

 

            WHEREAS, September 17th is the birth date of Zacharias Martin Taftezon, and  also the date of the Exhibit  about Zacharias Martin Taftezon at the Island County Historical Museum:  “A Journey Across America to Oregon Territory and the Puget Sound:  Zacharias Martin Taftezon Sesquicentennial (150th Anniversary); A  Celebration of the First  Norwegian Immigrant Settler’s Arrival in Oregon Territory/Washington State and the Family that Followed Him”.   

 

                        NOW THEREFORE BE IT RESOLVED  that the Board of Island County Commissioners hereby proclaim  September 17, 2000,  as  Zacharias Martin Taftezon Day, and extend  an invitation to Island County residents to  take part in the festivity beginning at  1:00 p.m. September 17, at the Island County Historical Society Museum located at 908 NW Alexander Street, Coupeville,  Wa.

 Tourism Promotion Agreement APPROVED

The Board by unanimous motion, approved and signed  the Island County, Oak Harbor, Langley and Coupeville Tourism Promotion Agreement pursuant to Chapter 35, Section 1, 1998, Laws of the State, the County, Oak Harbor, Langley and Coupeville. The Agreement was previously signed by the City of  Oak Harbor, City of Langley and Town of Coupeville.  Section II (A) becomes effective upon signature by all parties.  If the new 2% lodging tax is adopted by all the parties, except Langley, and Langley adopts an additional % of the new lodging tax, the remainder of the agreement will be in effect  in perpetuity unless  earlier terminated pursuant to the early termination clause  in the agreement.

 

A note of concern was expressed by Commissioner Shelton in that this could all be for naught should I-722 pass.  The alarming thing in this particular case is that because this tax is paid

through individual sales tax reports from  B&B’s, hotels and motels, refunding this money back could be a real challenge.

 

HEALTH CONTRACTS APPROVED

 

The following contracts were approved by unanimous motion of the Board, having either been previously before the Board of Health or presented and discussed at a staff session with the Board of County Commissioners:

 

            a)  Consolidated Contract #C08611(3), Washington State Department of Health,                           $3,420.00 (approved by the Board of Health on August 21, 2000)

            b) Contract #HS-08-00 Developmental Disabilities with Island Employment -$155,269.00

            c)  Contract #HS-09-00  Developmental Disabilities with TASH    $23,078.00

            d)  Contract #HS-06-00  Developmental Disabilities with Service Alternatives-$100,682.00

            e)  Contract #HS-07-00  Developmental Disabilities-Toddler Learning Center -$74,970.00. 

 

PUblic  Comment

 

Mike Page-English, Editor, Whidbey News Times,  expressed his desire to cover events and news in  Island County in a fair  manner.  His phone line is always open to the Commissioners and he pledged to work with the County to get information out in an accurate manner. 

 

HEARING SCHEDULED:  Ordinance  #C-87-00 (R-43-00) Amending Island County Code, Title XIV, Chapter 4.04A, Interim 911 Addressing Policy

 

By unanimous motion, the Board scheduled proposed  Ordinance  #C-87-00 (R-43-00) in the

matter of amending  Island County Code, Title XIV, Chapter 4.04A, Interim 911 Addressing

Policy for October 2,  2000 at 10:20 a.m. 

 

Contract/Performance Bond – Stripe Rite, Inc., raised pavement markers

 

As recommended by Lew Legat, County Engineer, the Board by unanimous  motion approved the Contract and accepted the performance Bond from Stripe Rite, Inc.,  to provide the County with raised pavement markers for Whidbey and Camano Islands, per bid awarded in the amount of  $33,150.00 on August 21, 2000 [bid opening August 18, 2000].

 

Bid Award – Moose City Service Electric East Camano/Cross Island Road Signalization

 

The Board by unanimous motion confirmed action at Staff Session September 6, 2000, awarding bid to  Moose City Service Electric for East Camano Drive/Cross Island Road Signalization, in the amount of $204,414.25, the low bidder, awarded under  CRP 99-07, WO # 279. 

 

HEARING SCHEDULED:  RESOLUTION #C-88-00 (R-42-00) Certification of Compliance for Community Development Planning Only Block Grant for an Intergenerational Neighborhood Center

 

Resolution #C-88-00 (R-42-00)  in the matter of Certification of Compliance for Community Development Planning Only Block Grant for an Intergenerational Neighborhood Center, was set for hearing by unanimous  motion of the Board for  October 2,  2000 at  10:30 a.m. 

 

Interlocal Agreement – Skagit-Island Regional Transportation Planning Organization (SIRTPO)

 

By unanimous motion, the Board approved and signed Interlocal Agreement – Skagit-Island Regional Transportation Planning Organization (SIRTPO), member  agencies of the State of Washington to establish the Skagit-Island Regional Transportation Planing Organization pursuant to the provisions of Interlocal  Cooperation Act RCW 39.34 and the Growth Management Act.  This agreement supersedes Interlocal Agreement for the Skagit-Island RTPO dated April 20, 1994. [Agreement to be filed with the Skagit County  Auditor and the Island County Auditor]

 

Supplemental Agreement No. 1 - to Consultant Agreement #PW-002013 - Geo-Test

 

Mr. Legat reviewed and discussed briefly  Supplemental Agreement No. 1  to Consultant Agree-ment #PW-002013 with  Geo-Test, relating to the Island County Campus Law & Justice Facility under Work Order #30, to reflect an amended scope of work and additional payment in the amount of $2,250 relating to the structural steel special inspection requirements. Prior to the Board’s action on the supplemental agreement, Mr. Legat will discuss and review the necessity of the supplemental agreement  with the architect, Bryan Young, and get back to the Board at a subsequent meeting  and address any concerns with respect to general contractor  not having utilized an approved fabrication shop.

 

EXECUTIVE SESSION

 

The Board met in Executive Session beginning at 11:30 a.m. for the purpose of discussing with legal counsel pending litigation as allowed under R.C.W. 42.30.110 (1) (i).  The Chairman expected the executive session to last approximately one-half hour and did not anticipate any announcement in open public session afterwards.

 

There being no further business to come before the Board at this time, the meeting

adjourned  at 12:15 p.m., on conclusion of the Executive Session.  The next meeting

will be a Special Session on September 13th  at 1:30 p.m. to conduct a  budget workshop.
