BOARD OF COUNTY COMMISSIONERS, MINUTES OF MEETING

The Board of Island County Commissioners met in Special Session on December 19, 2000, at 2:00 p.m. at Terry’s Corner = Fire Station, 525 East North Ca= mano Drive, Camano Island, WA.= Chairman McDowell was absent; Commissioners Shelton and Thorn&nbs= p; present. The special session was called for the purpose of conductin= g a public hearing on Ordinance #C-113-00, renaming various county roads on Camano Island.

Also present were Joe Araucto, Island County Traffic Engineer; Rich Murphy, ICOM; and approximate= ly five citizens.

PUBLIC HEARING TO CONSIDER ORDINANCE #C113-00 (R-48-00) IN THE MATTER OF RENAMING VARIOUS COUNTY ROADS ON CAMANO ISLAND

Public Hearing was held at 2:00 p.m. as scheduled and advertised to consider Ordinance #C-113-99/R-48-00 in the Matter of Ren= aming Various County Roads on C= amano Island.<= /span>

Joe Araucto&nbs= p; explained the County was removing the name of Bayview Lane, which was used as an entrance to a County park without any addresses, and the name of Nellie Street north of North Camano Drive. Homes on that portion of Nellie Street are addressed off of North Cam= ano Drive so no addresses would be changed.

He stated the County proposed to rename East Lane t= o Ocean Drive= and to change Center Lane to Juniper Point Lane which would include changing house numbers as well.

Commissioner Shelton asked why Center Lane was not renamed to Ocean Drive= to continue it, rather than change it to Juniper Point Lane.

Rich Murphy, ICOM, explained that a petition from residents was receiv= ed requesting to change Center Lane to Juniper Point Lane, which was found acceptable to Emergency Services. He clarified the Addressing Ordinance was constructed based on input from dispatchers and once a second word was added, it was considered unique. Juniper Point Lane met the qualific= ations.

Commissioner Thorn asked if there was enough of a break in the road to indicate a new street name. Mr. Araucto clarified that= the end of the former East Lan= e would be the beginning of = Juniper Point Lane where there was a sharp turn in the road. He stated they would pl= ace the street name sign at that point.

Joan Cresap, 1316 Center Lane, Camano Island, stated she submitted the petition = to rename Center Lane to Juniper Pointe which was signed by almost everyone on Center Lane. (She submitted additional na= mes into the record; copy on file.) The residents were asked to change Center Lane= to Ocean Drive= a few years ago, but no one was interested. Residents want to be identified as Juniper Beach and agreed to Juniper Pointe. &= nbsp; The petition was submitted with “e” added to Point. She understood the Cou= nty required Lane be added to the end to be called Juniper Pointe Lane. She noted that addresses were not aligned with th= e odd and even numbers mixed up.

Mr. Araucto explained the addresses on the propo= sed Juniper Pointe Lane would be renumbered to correct any discrepancies. The County will add “e” Point so as to read: Juniper Pointe Lane.

Commissioner Thorn asked for a clarification when road, street, or avenue, etc. would be used.

Mr. Murphy explained that according to the ordinance, all roads require a classification. Roads that dead end should have a classification of Lane, Court, Way, Terrace, or Place, while through or main streets use = Road, Street, Avenue, or Drive.

Ray Cresap, 1316 Center Lane, Camano Island, asked if all of Juniper Po= inte Lane would become a County maintained road.

Mr. Murphy explained the private road extension = of Center Lane= would be renamed Juniper Pointe = Lane, but would still remain a private road.&nbs= p;

There were no public comments on the other propo= sed road name changes.

By unanimous motion, the Board adopted Ordinance #C-113-00/R-48-00 in the matter of renaming various county roads on Camano Island, with one correction on Attachment A, Item 4, to add an “e” to Point to read as Juniper Pointe Lane.

= WHEREAS, the Board of County Commissio= ners adopted Ordinance No. C-87-00/R-43-00 revised the Interim 9-1-1 Addressing Policy and adopted a permanent policy which allows the County to address the renaming of roads to avoid confusion; and

&= nbsp; WHEREAS, the renaming of said roa= ds as shown would not be duplicating existing road names in Island County; NOW, THEREFORE,

&= nbsp; BE IT HEREBY ORDAINED by the Boar= d of County Commissioners= of Island County, <= st1:State w:st=3D"on">Washington:

= 1.&n= bsp; = ; That the County roads listed on Attachment “A” shall be renamed effectiv= e 45 days from the date of passage of this ordinance.

= 2.&n= bsp; = ; Island County= Public Works shall fabricate and install a road sign to= be posted on the effective date.

= 3.&n= bsp; = ; Island County= Public Works shall notify by mail, owners of property abutting on the road of the public hearing date, and the name change, addre= ss number change, if any, and the effective date of this ordinance.=

= 4.&n= bsp; = ; Island County= Public Works shall notify appropriate agencies of the road/street name change, the effective date, and shall notify appropriate County departments so that County maps will show the changes.
