Absent: Commissioner Mac McDowell
and Mayor Patty Cohen
Vice-Chairman William F. Thorn called the properly
scheduled meeting of the Island County Board of Health to order at 5:02 p.m. He
stated that this being a Special Board of Health, the agenda was set and public
comments not pertaining to the published agenda would not be taken.
Commissioner Mike Shelton moved that the minutes
from the December 18, 2000 be approved as written. Commissioner Holly
Schoenknecht seconded. The minutes were
approved.
In the Matter of amending the Island County Code
Repealing Chapter 8.24 (Comprehensive Health Planning Ordinance No. C-106-00,
HD-21-00) Health Services Director Tim McDonald asked that it be continued
until the next Board of Health Meeting February 21, 2001, because the notice
was not published in Whidbey News Times even though the request was handled in
the appropriate time frame.
Commissioner Mike Shelton moved that the Public Hearing for the Island
County Code Repealing Chapter 8.24 (Comprehensive Health Planning Ordinance No.
C-106-00, HD-21-00 be continued until February 21, 2001, Commissioner
Schoenknecht seconded. The motion was
approved.
Commissioner Mike Shelton moved that Commissioner
Bill Thorn be approved as Island County Board of Health Chairman for the year
2001. Commissioner Holly Schoenknecht
seconded. The motion was approved. Commissioner Mike Shelton then moved that
Commissioner Holly Schoenknecht be elected Vice-Chairman of the Island County
Board of Health for the year 2001.
Commissioner Bill Thorn seconded, the motion passed.
The Island County Environmental Health Director,
Keith Higman, presented “Watershed Planning, Scope of Work”, sharing his
knowledge of the purpose of RCW 90.82.005 — the purpose being to develop a more
thorough and cooperative method of determining what the current water resource
situation is in each Water Resource Inventory Area (WIRA) of the state, and to
provide local citizens with the maximum possible input concerning their goals
and objectives for water resource management and development. He then outlined
the Watershed Planning Committee’s conception of what is needed in Island
County. (See the attachments.)
There being no further business, the Commissioner
Mike Shelton moved the meeting be adjourned. Commissioner Schoenknecht
seconded, and Commissioner Thorn adjourned the meeting at 5:58 p.m. The next Board of Health (which will be
another Special Board of Health, due to the observance of President’s Day, 19
February) will reconvene Wednesday, February 21, 2001 at 5:00 PM.
