Chairman
William F. Thorn called this regularly scheduled meeting of the Island County
Board of Health to order at 5:00 p.m.
There
were no additions or changes to the agenda.
Minutes: Commissioner Mike Shelton
moved that the minutes from the May 21st, 2001 meeting be approved as
written. Commissioner Holly
Schoenknecht seconded. The minutes were
approved for the Chair to sign on behalf of the Board.
CHAB Membership: Holly Schoenknecht, WGH
Commissioner, introduced, recommended and moved that the following two people
be appointed to fill existing vacancies on the Community Health Advisory Board
(CHAB):
1.
Joyce Christiansen Position
#17 Camano Island term expires: 3/8/2004
2.
Raina Girton Position
#4 Oak Harbor term expires: 3/8/2004
Commissioner
Mac McDowell seconded. The motion
passed unanimously.
Presentation: Tim McDonald, Director of the Health Department, introduced Holly
Adams to the Board. Holly is the
Coalition Grant Coordinator for “Seeds of Change: Partners for a Drug-Free
Community”. Ms Adams described the
grass-roots effort of citizens in southern Whidbey to organize a formal effort
to address the hidden problem of drug use among our children. She then
presented the video “Ruined Lives”,
produced and directed locally by Doug Dirksen with students from South
Whidbey High School participating in the filming and student interviews. The
video is based on a local student and the incidents leading to her death from
crystal methamphetamine. After viewing the video, Micki Sarkis, mother of a
local boy convicted for his involvement in another drug related death, gave
poignant testimony to the need for parental communication with their children
about the devastating effect of drugs.
This video, sponsored in part by the Island County Health Department,
and now recipient of a national award, was distributed last year to all schools
in the county, and is available for showing by anyone interested in viewing the
video. (It is now also on sale nationally.)
Holly
added that the coalition “Seeds of Change: Partners for a Drug-Free
Community” recently petitioned for and received a federal grant for
$100,000 to be used for Community Mapping of Substance Abuse in Island County.
When available, interim reports that the coalition will submit to the federal
government will also be forwarded to the Commissioners. Commissioner Bill Thorn asked for a feedback
in six months.
Contracts:
1.
Commissioner Mike Shelton moved that Grant No.G0100160 between The
State Department of Ecology and Island County (Groundwater Quality/Seawater
Intrusion) for $50,000 be approved.
Commissioner Mac McDowell seconded.
The motion passed for the Chair to sign on behalf of the Board.
2.
Commissioner Mike Shelton moved that Contract Amendment
HD-04-98(3) for $15,000, amount of
total contract $60,000 be approved.
Commissioner Holly Schoenknecht seconded. The motion passed for the Chair to sign on behalf of the Board.
3.
Commissioner Mike Shelton moved that Work First-DSHS Contract
0169-81369 (amount-fee for service) be approved. Commissioner Holly Schoenknecht seconded. The motion passed for the Chair to sign on
behalf of the Board.
4.
Commissioner Mike Shelton moved that the Agreement for Professional
Consultant Services for Oral Health Program -Mary Jane Lundgren, DDS Contract
HD-06-01 for $4000 be approved.
Commissioner Holly Schoenknecht seconded. The motion passed for the Chair to sign on behalf of the Board.
5.
Commissioner Mike Shelton moved that South Whidbey Health Specialist
Contract with South Whidbey School District
Contract HD-07-01 be approved.
Commissioner Holly Schoenknecht seconded. After a brief discussion the motion passed for the Chair to sign
on behalf of the Board.
6.
Commissioner Mike Shelton moved that Northwest Regional Council
Contract No. 2001-CMNOS-41 amendment (1)(Personal Care/Copes) amendment $6,300
total amount of Contract $96,300 be approved.
Commissioner Holly Schoenknecht seconded. The motion passed for the Chair to sign on behalf of the Board.
7.
Commissioner Mike Shelton moved that the Regions 3 AIDS Service
Network(shift funds among Salary and Supplies) HD-01-01 in the amount of
$66,038 be approved. Commissioner Holly
Schoenknecht seconded. The motion
passed for the Chair to sign on behalf of the Board.
Report from the Health
Department: Keith
Higman asked the Board not to take action on a proposed well site waiver
application (Aaron Walter). The
participants are negotiating an agreement.
Health
Services Director Tim McDonald asked the Board to support a Health Department
application for a Washington Dental Service Foundation Grant. Snohomish, Skagit and Whatcom Counties
participate in this grant. It provides
for augmented payments to dentists providing dental services to Medicaid infants
and children to age 6. The Foundation has three partners: dentists, the Dental
Societies, and DSHS. The grant request is for $48,000 (Dental Society -
$32,000, Medicaid - $16,000).
Commissioner
Mike Shelton made a motion that the Board offer its support for the Washington
Dental Service Foundation Grant request. Commissioner Holly Schoenknecht
seconded and the motion passed. The
Board to Tim McDonald to draft a letter of support for the grant application
for the Board Chair’s signature.
There
being no further business, Commissioner Thorn adjourned the meeting at 6:20
p.m. The Board of Health will reconvene Monday, July 16, 2001 at 5:00 PM.
