ISLAND COUNTY COMMISSIONERS  -   MINUTES OF MEETING

SPECIAL SESSION – JANUARY 2, 2001

 

The Board of Island County Commissioners met  in Special Session on Tuesday, January 2, 2001, beginning at 9:30 a.m.,  in the Island County Courthouse Annex, Basement Hearing Room, Coupeville, Wa.   Chairman William F. Thorn, and Member Mike Shelton were present.  Commissioner Wm. L. McDowell, absent.

 

County Offices were closed for holidays on  Monday, December 25, 2000 and Monday January 1, 2001.  Since  the next regular meeting of the Board would not be until January 8, 2001,  the special session was necessary in order to conduct routine county business, including:  the review of pre-audited bills and approval of  vouchers; hiring requests and personnel actions;  appointments to  various boards and committees;  Intergovernmental  and Interlocal agreements; various health-related contracts; and  NW Workforce Investment Area Consortium Agreement.

The following vouchers/warrants were approved for payment by unanimous motion of the Board:

After presentation and summary provided by Dick Toft, Human Resources Director, the Board by unanimous motion approved the following personnel action authorizations:

The following re-appointment and appointments were made by unanimous motion of the Board:

            representing “Commercial”  – term to 12/31/03

 

Tom Shaughnessy – Camano Island – reappointment  to 3-year to 12/31/03

 

Sayed El-Sayed, Langley – New appointment [refill position vacated by Jan Holmes]

            representing “Science Category” – term to 12/31/03

 

Intergovernmental Agreement  #EM010367 E911 Operations Contract between Washington State Military          Department  and Island County

 

By unanimous motion, the Board approved the  E-9-1-1 FY 2001 Operations  Contract,

Intergovernmental Agreement  #EM010367  between Washington State Military          Department  and Island County, in the amount of 94,438.00.

 

Amendment #3 (Addendum) to Interlocal Agreement between Island County and Snohomish County –             Juvenile Detention Services, #RM-JUV-00-0020-3

 

Confirming action at Staff Session December 20, 2000, the  Board by  unanimous motion, approved Amendment  #3 to Interlocal Agreement between Island County and Snohomish County – Juvenile Detention Services, #RM-JUV-00-0020-3, agreeing to the following  addendum:

 

            Addendum to Page 1, Duration, Section 2.  The contract is renewed for a one

            year period  commencing January 1, 2001, and will continue in full force and

            effect through December 31, 2001 unless earlier terminated as provided by

            Section 3.  Except  as   expressly provided by this amendment No.  3, all other

            terms and conditions of the Interlocal  Agreement shall remain I full force and

            effect.

 

NW Workforce Investment Area Consortium Agreement

 

The Board by unanimous motion, approved the NW Workforce Investment Area Consortium Agreement, #RM-BOICC-00-0005, for the Island County, San Juan County, Skagit County and Whatcom County Workforce Investment Area for the purpose of carrying out Federal and State requirements related to the WIA in order to improve the quality of the workforce, reduce welfare dependency, and enhance productivity in the local workforce investment area.

 

Intergovernmental Cooperative Purchasing Agreement #PW002058 BETWEEN  Island County and Kitsap             County

 

As presented and recommended for approval by Lew Legat, Island County Engineer,  the Board by unanimous motion approved Intergovernmental Cooperative Purchasing Agreement #PW002058  which allows Island County and Kitsap         County to purchase from bids and contracts awarded by either agency for supplies, materials,  equipment or services.

 

Department of Health – 2001 Consolidated Contract #C08645

 

After presentation and explanation provided by Tim McDonald, Health Services Director, the Board by unanimous motion  approved the Consolidated Health Contract #C08645 for 2001 with the State Department of Health,  in the amount of  $328,608.

 

RFP Waiver – Exception from competitive solicitation, AND APPROVAL OF  Community Mental Health Services, County Millage

 

The Board, by unanimous motion confirmed agreement to waive the RFP exception from requirements of competitive solicitation for  Community Mental  Health services, and approve contract #HS-01-01 for Community Mental Health Services, representing County Millage, in the amount of  $52,750

 

Catholic Community Services #HS-02-01

 

By unanimous motion, the Board authorized the Chairman’s signature on the Catholic Community Services Contract #HS-02-01 in the amount of  $152,325 when the contract original is received, if there are no substantial changes.

 

Washington  State Water Pollution Control Revolving Fund LOAN - Authorize Whidbey Island Bank  to accept payments

 

Washington  State Water Pollution Control Revolving Fund Loan to Authorize Whidbey Island Bank  to accept payments was approved by unanimous motion of the Board.  The loan by Rachel and Scott Irvin, is  in the amount of $14,772.08 for the repair of a failing sewage system

 

 

      There being no further business to come before the Board at this

      time, meeting adjourned at 10:00 a.m.  The next Regular Meeting

      is scheduled for January 8, 2001, at 9:30 a.m.
