BOARD OF ISLAND COUNTY COMMISSIONERS – MINUTES OF MEETING
SPECIAL SESSION - FEBRUARY 28, 2001
The
Board met in Special Session on February 28, 2001, for a no-host luncheon from
Noon to 1:30 p.m., in the Town of Coupeville’s Conference Room, Coupeville,
Wa., with William F. Thorn, Chairman, Mike Shelton, Member, and Wm. L.
McDowell, Member, present.
The Special Session was called to allow Board
members to participate in a joint meeting with Elected Officials from Island
County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port
Districts. Topics for this meeting
include: discuss information received on
scenic byways; briefly review current legislative issues, and continue
discussion about formalizing the “Island County Council of Governments”.
2001 Legislative Issues and
Priorities. Information
was shared by those who attended the Legislative Conference and/or provided
testimony. Of particular concern is the
unfunded mandate to revise shoreline management plans, the apparent revenue
shortfall which will limit the "backfill" provided to balance the
loss of revenue from I-695, rural county designation and LEOFF I medical cost
support.
Update on Job Corp. Mayor Cohen provided an update of the City
of Oak Harbor's application to site a new job corp facility in Oak Harbor. The current site, Sedro Woolley, is highly competitive.
Grant Writing. After some discussion about possible grant
writers who may be available to cooperatively contract with, it was agreed that
all entities either have or will pursue their own options.
Tourism Promotion. Chairman Thorn provided to the group a
current list of appointees to the committee.
The County will be filling slots in the near future and the committee
can be convened soon after.
