ISLAND COUNTY COMMISSIONERS – MINUTES OF MEETING

SPECIAL SESSION - APRIL 25, 2001

The Board met in Special Session on April 25, 2001, beginning at 11:30 a.m. in Meeting Room #5 [modular building] located at 501 N.E. Haller Street, Coupeville, Wa., with William F. Thorn, Chairman, and Mike Shelton, Member, present. Wm. L. McDowell, Member, was absent. The Special Session was called to allow the County Commissioners to participate in a joint meeting with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts, to discuss issues of mutual concern. Others present included: Mayor Patricia Cohen, Oak Harbor; Mayor Nancy Conard, Coupeville; Mayor Lloyd Furman, Langley; and Ed Van Patten, Coupeville Port District Commissioner.

Major topics of discussion were:

Status of additional Hotel/Motel 2% Funds.

In response to a query from Mayor Conard, Commissioners Thorn and Shelton acknowledged that the Board of Commissioners had not yet appointed all representatives, but would attempt to complete that task in the near future. Island County will take the initiative to convene the first meeting of the committee.

Economic Development.

Mayor Conard requested input about the future of the Economic Development Council and the vacancy of the executive director. All provided input regarding their expectations for a successful organization, and Mayor Conard will relay that to EDC and provide a follow up at the next meeting.

Formalization of Council of Governments and Regular Meeting Schedule.

Everyone was in agreement and interested in formalizing the Council of Governments, and Mr. Van Patten agreed to draft by-laws for review and consideration at the next meeting. The fourth Wednesday of each month was agreed on as the regular meeting date, to immediately follow the RTPO meeting [Regional Transportation Planning Organization]. If there is no RTPO meeting scheduled, the Council will meet at Noon.
