ISLAND COUNTY COMMISSIONERS -  MINUTES OF MEETING

SPECIAL SESSION  -  JUNE 27, 2001

 

The Board of Island County Commissioners  met  in Special Session on Wednesday, June 27,  2001, for a no-host luncheon beginning at  Noon, at the  Coupeville Town Hall Conference Room, Coupeville, Wa.  so that the  County Commissioners could  participate in a  joint meeting with Elected Officials from Island County,  City of Oak  Harbor, City of Langley, Town of Coupeville, and Port Districts.      County Commissioners, William F. Thorn, Chairman;  Mike Shelton, Member,  were present, along with   Mayors Cohen, Conard and Furman.   The main purpose of the meeting was  to  discuss mutual issues  and concerns.

The group viewed a short video about the Mountain to Sound Greenway, which provided information about the scenic highway program being considered by the RTPO [Regional Transportation Planning Organization].  Larry Cort, Coupeville Planner, shared ideas from the technical committee about composition of a potential steering committee for the program.   The funding cycle requires a grant for preparing a plan to be submitted in February.  The group discussed the possibility of Mike Morton, County Transportation Planner,  preparing the grant and/or leading the committee.  No consensus was reached, and this will likely be discussed further at the RTPO level.

 

Tourism Committee  -  Interpreting Section III (A) (1) of the Interlocal Tourism Promotion Agreement

 

The group concurred with Island County's interpretation for membership from North Whidbey on the committee:  if the County is unable to come up with an appointee from  rural North Whidbey, an appointment can be made from within the City of Oak Harbor.

 

Status of Harbor Airlines

 

Mayor Cohen provided a current status report.  The real estate is expected to be auctioned 8/17/01  unless sold before.  Horizon's planes are too large for using the airstrip without significant investment.  NAS Whidbey is not interested in a joint use agreement.
