BOARD OF ISLAND COUNTY COMMISSIONERS - MINUTES OF MEETING - August 13, 2001

 

The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on August 13, 2001, beginning at  9:30 a.m. in the   Island County Courthouse Annex, Hearing Room, Coupeville, Wa., with   William F. Thorn, Chairman;  Mike Shelton, Member; and Wm. L. McDowell, Member, present. By unanimous motion, the Board approved and signed the  minutes from the regular meeting held on August 6, 2001.

 

VOUCHERS AND PAYMENT OF BILLS

 

The following vouchers/warrants were approved for payment by unanimous motion of the Board:    Voucher (War.)  #104751 - 105010 ……………………………….$ 170,977.32.

 

Follow-up:   Budget Director  asked to  go back over the last 12-month period and provide a print out showing the  total number of vouchers and amounts for  purchase of tires and wheels by the various  Departments.

EMPLOYEE OF THE MONTH  -  JULY, 2001

 

Congratulations were expressed from the Commissioners and the Sheriff to  Island County Deputy Rob Davison  on his selection as the Employee of the Month for July.  Deputy Davison  is assigned to the South Whidbey precinct and demonstrated great initiative, quick thinking and superior first aid skills when he was took timely action last month that saved the life of a two year old child.

Appointments to Various Boards and Committees

 

2% Lodging Tax Advisory Committee

Ms. Cassie Rector, Coupeville, in accordance with the recommendation of the Central Whidbey Chamber of Commerce, was appointed by unanimous motion of the Board to serve as a member of the 2% Lodging Tax Advisory  Committee for Island County, representing Central Whidbey Chamber of Commerce.

 

Freeland  Sub-Area Planning Committee

Mr. Carmen Falso, 5360 S. East Harbor Road, Freeland, Wa., a  resident living within the Freeland “sub-area”  [RAID] since 1989, on recommendation of Commissioner Shelton, was appointed by unanimous motion  of the Board  to serve as a member of the Freeland Sub-Area Planning  Committee, refilling the position vacated by  Allen Peyser.

 

Liquor License #083518-3E - A-OOK Corner Properties, LLC

 

Having received recommendations of approval from the Planning and Community Development Department, Health Department,  and the Island County Sheriff, the Board  by unanimous motion  approved Liquor License Application #083518-3E by Terry Otey dba A-OOK Corner Properties, LLC, located at 5618 Fish Road, Freeland, Wa.

 

Contract #23952 (1)  AMENDMENT TO  Alternative Response SYSTEM – DEPARTMENT OF SOCIAL & HEALTH SERVICES

 

As approved by the Island County Board of Health on July 16, 2001, the Board by unanimous  motion approved Amendment to Contract #23952 (1)  Alternative Response – DSHS, in the amended amount of  $7,280.00, bringing total contract amount to $21,840.00  [RM-HLTH-00-0049 end date 12/31/01].

 

Authorization for Whidbey Island Bank to accept payments tendered  under Promissory Notes and Deeds of Trust to the Island County Water Quality Assistance Fund

 

By unanimous motion, the Board approved Authorization for Whidbey Island Bank to accept payments tendered  under Promissory Notes and Deeds of Trust to the Island County Water Quality Assistance Fund from   Loan recipient Ms. Laura Lolmaugh  [On-site Repair Financial Assistance Program under Washington State  Water Pollution Control Revolving Fund Loan 2000].

 

Formal Task Assignment No. 2 – Agreement PW 0020-37; Shannon & Wilson, West Beach Improvements Project, Phases #2 & #3

 

Agreement PW 0020-37,   Formal Task Assignment No. 2,  as presented and recommended for the Board’s approval by Larry Kwarsick, Public Works Director, was approved by unanimous motion of the Board, related to an  existing professional agreement between Island County and Shannon & Wilson, Inc., for geotechnical studies for West Beach Road widening  and trail project [West Beach Improvements Project, Phases #2 & #3] in the amount of $20,000.

 

Temporary Construction Easement – #PW0120-68, Robert A. & Vera S. Martin, Fircrest Avenue drainage; Ledgewood  Beach, Div. No. 1

 

Temporary Construction Easement #PW0120-68 from  Robert A. & Vera S. Martin, was accepted and approved by unanimous motion of  the Board.  As Mr. Kwarsick explained, this relates to on-going work involved with the  Fircrest Avenue drainage project in  Ledgewood  Beach, Div. No. 1, for installation of a drainage system.  The temporary easement gives the county access across the property to install the drainage system within a permanent easement.

 

There being no further business to come before the Board at this  time, the meeting adjourned at 10:18 a.m.      The Board will meet next in Regular Session on August 20, 2001,   beginning at 9:30 a.m.
