REGULAR SESSION -
SEPTEMBER 17, 2001
The
Board of Island County Commissioners (including Diking Improvement District #4)
met in Regular Session on September 17, 2001, at 9:30 a.m. in the Island
County Courthouse Annex, Hearing Room, Coupeville, Wa., with William F. Thorn, Chairman; Mike Shelton, Member; and Wm. L. McDowell,
Member, present.
VOUCHERS AND PAYMENT OF
BILLS
The following vouchers/warrants were approved
for payment by unanimous motion of the Board: Voucher (War.) # 106,830 - 107,038 . . . . . . .
. . . . . . . . . . . . $466,966.80.
The
Board reviewed and discussed a voucher which totaled $10,000 replenishing Treasurer's Trust Fund for
a check written to US Postal Service
(Pitney Bowes) for the Treasurer’s office, expensed on two budget lines. Treasurer’s Trust is a holding account for
various monies owed to others. The
concern focused on the issue of paying out-of-pocket expenses such as postage, which could be an improper practice because using
the trust fund in this manner avoids
the budget process: once the Treasurer
pays for the expenses out of the Trust Fund, the Board has little option other
than to replace the amount in that
fund. The Board agreed to look
further into this matter and asked that the Budget Director provide further information.
Veterans Assistance
Fund: [emergency
financial assistance to certain eligible
veterans; the names and specific circumstances are maintained
confidential]. By unanimous
motion, the Board approved Claim VI-20 in the amount of $1,357.62 as recommended by the Veterans
Assistance Committee.
HEALTH
CONTRACT #HS-11-01 Substance Abuse Treatment-Catholic
Community Services
The
Board, by unanimous motion, approved
Health Department Contract #HS-11-01 with Catholic Community Services for
substance abuse treatment for contract period July 1, 2001 – June 30, 2003, in
the amount of $543,675.00 to provide chemical dependency treatment
services for Island County residents.
RESOLUTION #C-119-01 Supporting the President of the United
States and Condemning Cowardly and Murderous Actions
of TERRORISTS
Commissioners Thorn, Shelton and McDowell expressed
grief and anger over the terrorist actions
on September 11, 2001, and by
unanimous motion, adopted a Resolution
supporting the President of the
United States and Condemning Cowardly and Murderous Actions of Terrorists.
BEFORE THE BOARD OF COUNTY COMMISSIONERS
OF ISLAND COUNTY, WASHINGTON
IN THE MATTER OF SUPPORTING THE }
PRESIDENT OF THE UNITED STATES } RESOLUTION #C-119-01
AND CONDEMNING COWARDLY AND }
MURDEROUS ACTIONS OF }
TERRORISTS }
WHEREAS, on September 11, 2001, the United States was
suddenly and brutally attacked by foreign terrorists, and;
WHEREAS, these terrorists hijacked and destroyed four
civilian aircraft, crashing two aircraft into the towers of the World Trade
Center in New York City, and a third aircraft into the Pentagon outside
Washington, DC, and;
WHEREAS, thousands of innocent Americans were killed and
injured as a result of these attacks, including the passengers and crew of the
four aircraft, workers in the World Trade Center and in the Pentagon, rescue
workers, and bystanders, and;
WHEREAS, these cowardly acts were by far the deadliest
terrorist attacks ever launched against the United States, and, by targeting
symbols of American strength and success, clearly were intended to intimidate
our Nation at an attempt to weaken its resolve, and;
WHEREAS, these horrific events have affected all Americans. We recognize the importance of carrying
on with the regular activities.
Truly, terrorism cannot be allowed to break the spirit of the American
people, and the best way to show these cowards that they have truly failed is
for the people of the United States to
stand tall and proud.
NOW THEREFORE, BE IT RESOLVED,
that the Board of Island County Commissioners, Island County, Washington,
strongly condemns the cowardly and murderous actions of these terrorists, and;
BE IT FURTHER RESOLVED, that
the Board of Island County Commissioners,
Island County, Washington,
supports the President of the United States as he works with his
national security team to defend against additional attacks, and find the
perpetrators to bring them to swift justice, and;
BE
IT FURTHER RESOLVED, that
the Board of Island County Commissioners, Island County, Washington, expresses
its grief and anger over the terrorist
events of Tuesday, September 11, 2001, and recommends to the citizens of Island County, Washington, they
assist in the aftermath of this tragedy and support relief efforts by giving blood at the nearest available
blood donation center.

One Year Extension &
Exemption from Competitive Solicitation Professional
Services Contract - #RM-PD-01-0086
- Craig Platt
Jane Koetje,
Administrator, Public Defenders Department,
submitted for the Board’s approval, a one year extension of Professional
Services Contract with Crag Platt, and
asked that the Board approve the contract extension, along with exemption from
competitive solicitation requirements, ICC 2.29.030(B) (12), for reasons cited
in her memo of September 12, 2001. With the exception of Paragraph 12, Payment, all other terms and conditions of
the contract and prior extensions remain in force. Paragraph 12 agrees to appropriate funding and pay the
contractor an increase of $24,000, for a total amount of $337,026.00 during
calendar year 2002.
The Board agreed,
and approved the one year extension of Professional Services Contract #RM-PD-01-0086 with Craig Platt in the
amount of $337,026.00, along with approval of exemption from competitive solicitation as
requested per ICC 2.29.030 (B) (12).
Animal Control Contract
[Amendment]– Whidbey Island
Animal Control - #RM-GSA-97-0028
Betty Kemp,
Director, GSA, presented for approval,
Animal Control Contract
with Whidbey Island Animal
Control #RM-GSA-97-0028, effective September 1, 2001. The contract has been revised to provide
indemnification for actions which may arise
from Contractor’s actions, errors and
omissions while performing law
enforcement activities under the Island
County Sheriff’s Limited
Commission. Payment for services
performed are in the sum of $5,100 per month beginning September 1, 2001.
The Board, on
unanimous motion, approved Animal
Control Contract with Whidbey Island Animal Control #RM-GSA-97-0028, effective September 1, 2001.
CZM310 Grant Agreement
#G0200077 - Northwest Straits Project
– MRC Administration [RM-EXT-01-0085]
The Board, by
unanimous motion, approved CZM310 Grant Agreement No. G0200077 between the State Department of Ecology and
Island County for the Northwest Straits Project, MRC Administration [RM-EXT-01-0085] in the amount of $10,000 for
the period 7/1/01 - 6/30/02.
Public Input or Comments
There were no members in the audience indicating a desire to speak about subjects of concern or interest, or items not already set aside for a public hearing.
Considering the horrific events of September 11, 2001, Commissioner McDowell took
the opportunity to read the following:
Psalm 27, verses 1-3 and
13:
The Lord is my light and my salvation; whom shall I fear? The Lord is stronghold
of my life; of whom shall I be afraid?
When
evil doers assail me to devour my flesh, my adversaries and foes,
they
shall stumble and fall.
Though
an army encamp against me, my heart
shall not fear; though
war
rise up against me, yet I will be
confident.
I
believe that I shall see the goodness
of the Lord in the land of the living.
Monthly Financial Reports from Auditor &
Treasurer
Auditor’s
Report. Suzanne Sinclair, Island County Auditor,
submitted the Auditor’s Financial Report for the period ending August,
2001. The Commissioners were pleased
to see the new line item added to the Auditor’s Report which helps to understand the difference in investment
income as the accrual figure on the Auditor’s Report that makes now the two
figures roughly coincide. Commissioner
Shelton commented that it would appear this year the County may come close to
cover its expenses with income.
Treasurer’s
Report The Treasurer’s Report for current
expenses statement of cash operations for the period ending August 31, 2001,
was provided under cover memorandum dated September 7, 2001. Maxine Sauter, Island County Treasurer,
provided at this time amended cover
memo and report to show a correction made to the interest income figure
reflecting an additional $36,457.00, which had been posed in error to the Treasurer
Service fees. Investment interest has
done quite well, but the Interest rates are expected to drop drastically
tomorrow.
Executive Session
The Board met in Executive Session at 11:30 a.m. as allowed under RCW 42. 30.110(1)(i) to discuss with legal counsel pending litigation. Chairman Thorn announced that he did not anticipate that the session would last beyond 15 minutes, and did not expect to make any announcement afterwards in open public session.
BUDGET
WORKSHOP – PUBLIC HEALTH
The
Board met this afternoon beginning at
1:30 p.m. in Budget Workshop to review
Public Health budgets. Notes taken during Budget
Workshop will be placed on file in the Office of the Board of County
Commissioners and the Budget Director.
There
being no further business to come before the Board at this time, the meeting adjourned at 11:40 a.m. on
conclusion of Executive Session. The Board will meet in special session on September 20 at 9:30 a.m., September 21 at
1:30 p.m., and September 24, to conduct budget workshops. Notes taken during Budget Workshop will be placed on file in the Office of the
Board of County Commissioners and the Budget Director. The next regular Board meeting will be on
September 24, 2001 beginning at
11:30 a.m.
