Special Meeting (Joint Meeting with Community Health Advisory Board)

Monday Tuesday April 2, 2002

 

 

Members Present:  Commissioners Mike Shelton, William F. Thorn, Mac McDowell, Captain Donald Jensen, MC, USN (Ex-Officio Member); and Roger S. Case, MD, Executive Secretary to the Board.

 

Absent: Captain Donald Jensen, MC, USN (Ex-Officio Member); Patricia Cohen, Mayor of Oak Harbor; Barbara Saugen, Whidbey General Hospital Commissioner

 

Chairman Mike Shelton called this scheduled special meeting of the Island County Board of Health to order at 5:32 p.m., and made welcoming remarks to the Community Health Advisory Board members, expressing the Board of Health’s appreciation for the hard work of the CHAB members, and for the hospital’s hosting this special session.

 

CHAB Chair Marie Piper welcomed the Board of Health members, recalling that next week, April 7-13, was Public Health Week, and that CHAB proposes this month as an ideal opportunity for CHAB to present their annual report to the Board of Health. Marie also welcomed all the Linda Lee Martens Health Hero awardees for the year 2001, and then turned the meeting over to the Chairman of the CHAB Awards Committee.

 

Certificates of Recognition were presented to the following nominees:

Karen Ekberg for her lifelong commitment to at-risk youth through foster care and adoption.
Richard Gerlach for his long time devotion to patients at the North Whidbey Community Clinic.
Rosemary Noble for her efforts on behalf of the very young, especially in bringing about free hearing screening.
Blanche Radder for volunteering as a peer counselor for older adults on Camano Island.
Bonnie Roseberry for a variety of volunteer efforts, including 10 years as a hospice volunteer on Camano Island.
Mary Anderson for her volunteer activities in collaborating with over 50 community leaders to write for and eventually being awarded grants totaling $58,146 for the “Success by Six” program sponsored by United Way of Island County.
Oak Harbor Soroptimists for instituting the “Vial of Life” program containing patients’ vital medical information
Coupeville Soroptimists for creating “no moon” hospital gowns to promote patient dignity at Whidbey General Hospital.

Linda Lee Martens Health Hero Award youth category co-recipients for 2001 were:

Jennifer Barrow of Langley for her leadership and many hours of work on behalf of the Relay for Life Cancer Walk
Meredith Schulte of Oak Harbor for her many community oriented activities and serving as Captain of the CHAB team in the Oak Harbor Relay for Life Cancer Walk

 


 

Adult co-recipients of the Linda Lee Martens Health Hero Award for 2001 were:

 

Doug Dirkson, for his producing and directing two dramatically moving videos with students from South Whidbey, one portraying the effects of tobacco entitled “Think It Over”, and the other being a poignant real-life story entitled “Ruined Lives” portraying the effects of methamphetamine use in the community.

John Dyer for his untold hours of volunteer community participation including the DARE program, and his founding and continued participation in the Island County Chapter of Big Brothers – Big Sisters Program.

 

CHAB Report to the Board:  CHAB members Celine Servatius, Marshall Bronson and Marie Piper, with assistance from Mary Anderson and Carrie McLachlan presented the past year’s study of the 45 significant issues of community concern gleaned from multiple surveys, studies, and census information, explaining how CHAB members had ranked these issues on a proven grading scale both during the year as specific presentations were made, and again at the culmination of the study. 11 of the top 15 issues were found to have been ranked in the top 15 issues in both rankings, and these were finally distilled into 4 major Priority Issues by asking the following questions:

1.      What should be done?

2.      What can be done?

3.      What can we do something about?

4.      What can we encourage others to do?

5.      Can any of these issues be grouped together

 

The four major Priority Issues defined by CHAB were:

·        Early Support for Infants/Parents…

Parent Support /Parent Education /Child Care

·        Mental Health Services & Resources…

Child-Teen / Uninsured /Prevention /Resources /Depression

·        Preventive Health Screening…

Adult Immunization /Colonoscopy /Pap Tests

·        Physical Activity…

Overweight /Hypertension /Diabetes /CVD /Depression

 

Following a discussion of the presentation and comments by the members of the Board of Health, Commissioner Shelton adjourned the meeting at 7:20 pm.
