Commissioner Mike Shelton called this regularly
scheduled meeting of the Island County Board of Health to order at 4:30 p.m.
Agenda: There were no additions or changes
to the agenda.
Minutes: Commissioner Bill Thorn moved that
the minutes from the July 15, 2002 meeting be approved as written. Mayor Patty Cohen seconded. The minutes were approved for the Chair to
sign on behalf of the Board.
There was no input from the public.
CHAB Appointments: Health Services Director Tim
McDonald presented the recommendations for the following to be appointed to the
Community Health Advisory Board (CHAB):

Kristy
Miller, Position 4 for 2 years
·
David
Macys, Position 11 for 3 years
Mayor Cohen moved that both Kristy Miller and David
Macys be appointed to fill the positions referenced. Commissioner Mac McDowell seconded. The motion passed unanimously for the Chair to sign on behalf of
the Board.
Environmental Health Advisory Team (EHAT) Nominations: Tim McDonald noted that 41
applications were received for consideration for this team; 30 were selected
for interview, and 21 were recommended for appointment to EHAT. Two of the 30
interviewed were recommended for appointment to CHAB. Marie Piper, EHAT
Steering Committee Chair and EHAT Interview Team member, presented the
recommendations for the EHAT (see attachment). Commissioner Mac McDowell moved
that all 21 nominations be accepted as members of the EHAT. Mayor Cohen
seconded, and the motion passed for the Chair to sign on behalf of the Board.
Agency/Advisory Board Reports:
1. Lisa Clark presented the report for the Opportunity Council. She discussed the following issues:
·
Backpack Project - serves very low income and homeless children;
to date 163 children on list;
·
Weatherization Day – celebrates
the 1000th house weatherized in
Island County
·
Lead Abatement Program -
assessed 10 homes in
Island County. O.C. has a capacity to serve 25 in the grant year; Measures performed to date have included replacing doors, etc. that have tested high for lead content, scraping, painting and containment
·
Energy Assistance - last season over $240,000 of direct
service dollars went to local utilities to pay low-income
client heating bills. A new program serving PSE customers will be initiated October 1 that will almost double the capacity of the energy assistance program.

Community
Jobs:
contract secured to
assist DSHS clients with barriers to employment
·
Childcare Lending
Library - A Success By
Six/United Way Program: an average of 11 providers each month
use the library to access quality materials and activities for children under
the care of licensed providers.
2. Robin Hertlein gave the report for the Community Health Advisory Board in the place of Marshall Bronson who has recently resigned
from the Board. CHAB members have been meeting in committees thru the
summer. The Health Data assessment
process determined the four focus areas on which they have been working:

Early
Childhood Support for Infants/Parents
·
Mental
Health Services and Resources
·
Prevention
Health Screening Support
·
Physical
Activity
Robin encouraged all to contact their State
Representatives to tell them about their Health Care System concerns, and noted
that she and Dr. Case have a scheduled meeting on this issue with the State
Representative in October.
3. There was no report from the Substance Abuse Advisory Board or Mental Health Advisory Board.
4. Kathleen McLaughlin presented the
Island County/Stanwood Community Public Health & Safety Network update. (see attachment) They are rebuilding membership and need
applicants from different districts.
They are working together to support youth and
families by focusing on:

Reducing
incidents of child abuse and neglect
·
Reducing
teen substance abuse
The committee also feels that there is a need for
Family Support on Camano. She noted that the Oak Harbor coalition does get some
funding, and that the Dare Program is now thought to be more in middle schools.
The committee is striving to keep the South Whidbey
Family Resource Center up and going doing the same as the Opportunity Council.
5. There was no report given from the Water
Conservancy Board.
6. There was no report given from the Environmental
Health Assessment Team,
since its membership was just appointed. The first EHAT meeting is scheduled
for September 19th.
Contracts:
1.
Mayor
Patty Cohen moved that Department of Ecology-Watershed Planning Contract No.
G9900038 Amendment 3 (amendment amount $167,875) Contract amount $419,345 be
approved after the appropriate changes have been made as were discussed at
staff. Commissioner Bill Thorn
seconded. The motion passed for the
Chair to sign on behalf of the Board.
2.
Mayor
Patty Cohen moved that DSHS-Family Planning Contract No. 0263-07975 Amendment
No. 1 (Amendment amount $43,212) contract amount $65,247 be approved. Commissioner Bill Thorn seconded. The motion passed for the Chair to sign on
behalf of the Board.
3.
Commissioner
Bill Thorn moved that Department of Ecology-Liquid Waste-Revolving fund Loan Contract
No. L02-TBD for $300,000 be approved.
Mayor Patty Cohen seconded.
After a brief discussion the motion passed for the Chair to sign on
behalf of the Board.
4.
Commissioner
Bill Thorn moved that ESD 189-Coupeville School Nurse Contract No. HD-09-02 amount
$11,160 be approved. Mayor Patty Cohen
seconded. The motion passed for the
Chair to sign on behalf of the Board.
5.
Commissioner
Bill Thorn moved that Work First-DSHS Contract No. 0269-12830 Fee For Service
be approved. Mayor Cohen seconded. The motion passed for the Chair to sign on
behalf of the Board.
6.
Commissioner
Bill Thorn moved that Resolution Committing to Repay Funds Borrowed From the
Washington State Water Pollution Control Revolving Funds and Creating a Water
Quality Assistance Fund (W.Q.A.F.) Loan Program to Provide Low Interest Loans
for the Repair of Failing On-Site Sewage Systems, HD-10-02 be approved. Mayor Patty Cohen seconded. After a brief discussion the motion passed
for the Chair to sign on behalf of the Board.
Health Department Report:
Health Services Director Tim McDonald presented the
Health Department report: (see Attachments)
·
The
Liquor Control Board made random stops at sixteen (16) different establishments
and did a “Sting”
Operation and reported that each
had refused to sell to minors.
·
The
importance of including Fathers in Parenting Class — taught by a Dad for Dads
·
West
Nile Virus report, and distribution of a printout from the Washington State
Department of Health Website regarding these questions:
What is
West Nile Virus?
How is it
spread?
What are
the symptoms?
How I can protect my family?
How can I
Help?
·
National
Center for Infectious Disease Special Pathogens Branch: All About Hantavirus-
(see Attachment) Mr. McDonald presented tips for preventing habitats for
rodents, and how to clean up infected areas.
There being no further business, Commissioner Mike
Shelton adjourned the meeting at 5:35
p.m. The next regularly scheduled Board of Health will reconvene Monday,
September 16th at 4:30 p.m.
