MINUTES OF MEETING  -  MARCH 4, 2002

 

The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on March 4,  2002, beginning at  9:30 a.m. in the   Island County Courthouse Annex, Hearing Room, Coupeville, Wa., with members  Wm. L. McDowell and William F. Thorn, Member, present.  The Chairman, Mike Shelton, was absent due to  attending the NACO conference in Washington, D.C.

The following vouchers/warrants were approved for payment by unanimous motion of the Board:    Voucher (War.)  #119598-119772………………………….$138,686.40.

 

Resolution #C-19-02 Approving Specifications and

Authorizing Call for Bids for Title Reports

 

As prepared and presented by the County Treasurer the Board by unanimous  motion approved Resolution #C-19-02 Approving Specifications and Authorizing Call for Bids for Title Reports.

WHEREAS,   the purchase of title reports is required for tax foreclosure.

 

BE IT HEREBY RESOLVED that Exhibit A, attached hereto, Invitation for Bids for title Reports, together with bid form and specifications are approved as written.  The Island county Treasurer, Maxine R. Sauter, is hereby authorized and directed to call for bids for furnishing Island County with these services.  The bids are to be received by the Island County Treasurer not later than 3:00 p.m. on April 1, 2002, with bid opening to occur at that time in the office of the Island County Treasurer and bid award to occur at 9:45 a.m. on April 8, 2002 in the Hearing Room, Courthouse Annex, Coupeville, Washington.

As required to occur on the first day of March of each year, the Board by unanimous motion, approved Resolution #C-20-02  Certification of Island County Personal Property Inventory for 2001.

         WHEREAS, pursuant to R.C.W. 36.32.210, the Board of County Commissioners of Island County, Washington, hereby certifies that the inventory of all personal property of

 

 

Island County, Washington, consisting of the returns from the various county departments for the year 2001 shall be filed with the Island County Auditor on March 4, 2002;  and

 

        WHEREAS, the members of the Board of Island County Commissioners hereby certify that they have reviewed said inventory of personal property for the year 2001, and believe the same to be complete, accurate and true to the best of their knowledge and belief, based upon the information submitted and certified by the individual elected officials and county department heads.

Having received favorable recommendations from the Sheriff’s Office, Health Department  and Planning and Community Development, the Board by unanimous motion approved the application for change of location for  Liquor License #076141-3E  Yuet Ha Liu & Yee Nam NG, d/b/a/ China City Restaurant & Lounge, from  510 Cascade Way, Langley to 1804 E. Scott Road, Freeland.

 

Exemption from  Competitive Solicitation Procurement Procedure for Developmental Disabilities

 

As requested by Jackie Henderson, Human Services director, the Board by unanimous motion  approved exemption from  Competitive Solicitation Procurement Procedure for Developmental Disabilities, under ICC 2.29.03(B)(12).  In this particular case, developmental disabilities services are being provided to one individual on Camano Island, and the family chose Village Community Services.

Washington Growth Management Hearings Board

relating  Critical Areas Exemption for Existing

 and On-Going Agriculture

 

A Public Hearing was set for March 25, 2002 at 2:35 p.m. by unanimous motion  of the Board to consider Ordinance #C-21-02  (PLG-001-02) Amending ICC 17.02.107 to comply with the Order of the Western Washington Growth Management Hearings Board relating to the Critical Areas Exemption for Existing and On-Going Agriculture.    [Ordinance as introduced and scheduled entered as GMA #________]

 

APPROVAL AND FINAL SIGNATURE ON  PRD 343/96 (Final) –

Phase 1 and Phase II Minor Modifications

 

Debra Little, Land Use Review Manager, presented for approval and final signature  Phase I and Phase II PRD 343/96, minor modifications, at the request of  R. Lee and Judith Harman, applicants.   Ms. Little, along with Bob Cray, Fakkema & Kingma, Applicant’s agent, reviewed with the Board the minor modifications to the recorded final plat of Phase 1 and Phase II  of the Brentwood PRD, located on the northwest side of Camano Island, in the NE 1/4 of Section 23, Range 2 East, Township 32 North, W.M.   The Board approved the final PRD for Phase I on December 1, 1997, and final PRD for Phase II on December 21, 1998. Applicants are now requesting approval of some minor modifications to the recorded  plats for Phase I and Phase II.   Phase I modifications consist of the vacation of drainfield easements in the open space, replacement of four drainfield easements with one residential lot, establishment of one new short

 

utility line easement, and slight realignment of the Brighton Place cul de sac. and add one lot back into the phase.   Phase II modifications are:   (1) the realignment of Stratford Lane to increase the

 

depth of Lot 43 to provide a usable building area away from the steep slope and (2) minor changes to the configuration of Lots 39, 40, 41, and 43 to accommodate the road realignment.   Staff recommends  approval of both Phase I and Phase II modifications. All property owners affected by the modifications  have signed the final mylar. 

 

By unanimous motion the Board approved and signed modifications  to Phase I and Phase II PRD 343/96 (final) as presented.
