BOARD OF ISLAND COUNTY COMMISSIONERS MINUTES OF MEETING
SPECIAL SESSION - JUNE 26, 2002
The
Board of Island County Commissioners
met in Special Session on June 26, 2002, at Noon [no-host luncheon] in the Island County Courthouse Annex,
Basement Hearing Room, Coupeville, Wa. The
purpose of the meeting is to allow the County Commissioners to participate in a joint Council of
Governments meeting with Elected Officials from Island County, City of Oak
Harbor, City of Langley, Town of Coupeville, and Port Districts, to discuss and
review issues of mutual interest and concern.
County Commissioners Shelton and Thorn attended. Other Elected Officials attending
included: Mayor Patricia Cohen, City
of Oak Harbor; Mayor Nancy Conard, Town of Coupeville; Mayor Lloyd Furman, City of Langley; and Ed
Van Patten, Port of Coupeville.
Interlocal Agreement and By Laws for Council of
Governments
Reviewed
4/02/02 discussion draft regarding Articles of Association to establish an
Island County Council of Governments
and made some very minor changes on page 3. New draft to be prepared for review next meeting.
Support
for Passenger Ferry
Mayor Cohen discussed the
pedestrian ferry and proposed Memo of Understanding that has been submitted by
the City of Oak Harbor.
Other Issues of Mutual
Interest and Concern
Discussed
proposed emergency communication system
sales tax ordinance allowing for 1/10th of 1% sales and use
tax to finance emergency communication systems and facilities, along with the
required completion of the I-COM Interlocal Agreement review, amended or
affirmed by all parties to the agreement prior to adoption of the ordinance.
Discussed possibility of meeting with all interested parties.
There being no further business to come before the Board at this time, the meeting adjourned at 12:30
p.m.
