The Board of Island
County Commissioners (including Diking Improvement District #4) met in Regular
Session on November 4, 2002 at 9:30
a.m. in the Law & Justice Facility, Department III (Courtroom 3), 101
N.E. 6th Street, Coupeville, Wa.

Member, were present. By unanimous
motion, the Board approved and signed the following minutes: Special Sessions October 22, 23, 29;
and Regular Session October 28, 2002.

By unanimous motion the Board appointed Barbara
MacCallum, Bells Beach B&B, Langley, to serve on the 2% Lodging Tax
Advisory Committee representing an Island County businesses subject to the 2% tax.

PUBLIC HEARING SCHEDULED
– ISLAND COUNTY BUDGET
The Public Hearing for adoption of the 2003 Island County final budgets for Current Expense Fund, Special Revenue Funds, and Diking District #4 Fund for Fiscal Year 2003; along with follow-on Resolutions regarding increasing the taxing District’s Prior year’s Levy amount for Current Expense, County Road and Conservation Futures, was scheduled for December 2, 2002 at 9:50 a.m. by unanimous motion of the Board, via the following resolutions prepared and submitted by the Budget Director:
Resolution #C-87-02 Fixing and Adopting the Final Budgets for Island County Current Expense Fund, Special Revenue Funds, and Diking District #4 Fund for Fiscal Year 2003
Resolution #C-88-02 Increasing the Taxing District’s Prior Year’s Levy Amount for Collection in Fiscal Year 2003 for the County Current Expense Levy
Resolution #C-89-02 Increasing the Taxing District’s Prior Year’s Levy Amount for Collection in Fiscal Year 2003 for the County Roads Levy
Resolution #C-90-02 Increasing the Taxing District’s Prior Year’s Levy Amount for Collection in Fiscal Year 2003 for the County Conservation Futures Levy.
MEMORANDUM OF AGREEMENT: MITIGATION 20/20 SOFTWARE
AND ALL-HAZARD MITIGATION PLAN
Betty Kemp, Director, GSA, and Cathy Caryl, Director, Central Services, were on hand to brief the Board and respond to questions with regard to the Memorandum of Agreement, relating to Mitigation 20/20 Software and All-Hazard Mitigation Plan through the Washington State Military Department, Emergency Management Division [RM-GSA-02-0072]. The software will assist in the process of completing the Hazard Mitigation Plan due by November 1, 2004 and is being provided free of charge through this agreement. Because of timing, there was no opportunity to discuss the MOA previously in a staff session. All counties are required to have a hazardous mitigation plan if they expect to be reimbursed after the plan is in place in the event of a disaster.
Although he did not see the MOA as a bad idea, Chairman Shelton thought this appeared to be the typical top-down approach; a carrot in front of FEMA money sometime in the future; in the meantime the County not knowing what the cost will be to develop the plan. By unanimous motion, the Board approved the Memorandum of Agreement for Mitigation 20/20 Software and All-Hazard Mitigation Plan [RM-GSA-02-0072].
Public Input
Tom Sullivan, Oak Harbor, current member on the Board of
Directors of Whidbey Animal Improvement
Foundation (WAIF) gave the Board an update and made two requests on behalf of WAIF. The present animal
shelter is stretched to the
maximum at this point. WAIF is
currently negotiating to purchase land
for a new animal shelter to serve
Whidbey Island and hope to have needed
funds raised to build the
buildings in the next two years, three at the most. WAIF is raising the funds and is not asking for public funds to
build the new shelter. With space needed desperately at the existing shelter now,
WAIF asks that until they can build new
facilities, that the County approve two things:
(1) Move
County Animal Control Official’s office from the building which will allow WAIF to use that space. They
would not expect the
relationship between WAIF and the
Animal Control Officer to change.
(2) Enlarge current parking are at the
shelter to the south toward the
recycling center.
The Commissioners were
appreciative of WAIF, recognizing that WAIF
does a wonderful job handling a difficult problem with animals in a very humane way,
and provides an invaluable community service that otherwise would cost county government a large sum of money. The Commissioners thought both requests seemed reasonable, and the Chair will follow through and
request that the Public Works Director bring this subject to a Wednesday staff
session for discussion as to whether or not there is some way to accomplish the
requests, and will contact the Animal
Control Officer to see what office requirements are.

the Board by unanimous motion scheduled a public hearing on December 2, 2002 at 10:30 a.m. to consider the following
Ordinances related to Comprehensive Plan Annual Review Amendments:
Ordinance #C-91-02, PLG-014-02, amending
the Island County Comprehensive Plan and Chapter 17.03 ICC to incorporate an amendment for the Greenbank Farm
Special Review District [GMA #7288].
Ordinance #C-92-02, PLG-015-02, amending
the Island County Comprehensive Plan, Chapter 17.03 ICC and the Zoning Atlas,
to establish a new Seattle Pacific University Special Review District [GMA
#7289].
Ordinance #C-93-02, PLG-016-02, amending
the Island County Zoning Ordinance, Chapter 17.03 ICC to establish development
standards for Parks [GMA #7290]
Ordinance #C-94-02, PLG-017-02, amending
the Island County Zoning Ordinance, Chapter 17.03 ICC to establish standards
for Rural Event Centers [GMA #7291].
Ordinance #C-95-02, PLG-018-02 – Amending
Chapter 3.40 ICC, Public Benefit Rating System (PBRS) [GMA #7292].

On presentation by Phil Bakke, Director, Island County Planning and
Community Development Department, the
Board by unanimous motion, scheduled a
public hearing on November 25, 2002 at 2:30 p.m. to consider the following Open
Space Applications:

Kevin Demaray, requesting 18.1 acres be reclassified from Designated forest to
Timber Land current use classification, Parcel R22902-048-4410, South Whidbey;
OPS #383/02 -

HEARING SCHEDULED: ORDINANCE #C-96-02 - TECHNICAL AMENDMENTS TO COMPREHENSIVE PLAN FUTURE LAND USE PLAN MAP AND ZONING ATLAS
Introduced by Mr. Bakke for purposes of scheduling for public hearing,
the Board by unanimous motion scheduled a public hearing on November, 25, 2002
at 2:30 p.m. to consider Ordinance #C-96-02 (PLG-023-02) Concerning Technical Amendments to the Island County
Comprehensive Plan Future Land Use Plan Map and the Island County Zoning Atlas
[GMA #7293].
Executive Session
The Board met in Executive Session as allowed under RCW
42.30.110(1)(i) to discuss with legal
counsel three issues related to litigation and/or potential litigation. The
session was held in Conference Room #218, Courthouse Administration
Building, Chairman Shelton expected
that the session would last approximately 30 minutes and did not anticipate an
announcement on conclusion of the meeting.
There being no
further business to come before the
Board, the meeting adjourned 11:30 a.m. on conclusion
of the executive session. County offices are closed November 11th in observance of Veterans Day and the next regular meeting of the
Board will be November 18, 2002, at 9:30 a.m.
