Special Session-Monday June 2, 2003

 

Members Present:  County Commissioners: Mac McDowell, Mike Shelton, William J. Byrd; WGH Commissioner Barbara Saugen; Capt. Susan B. Herrold, NC USN (Naval Hospital Oak Harbor); Roger S. Case, MD, Executive Secretary to the Board.

 

Absent:  Mayor Patty Cohen, Oak Harbor

 

Call to Order: Commissioner Mac McDowell called this scheduled special session of the Island County Board of Health to order at 11:00a.m

 

This being a special session the agenda was set as advertised.

 

Minutes: Commissioner Mike Shelton moved that the minutes for the April 21, 2003 and May 6, 2003 meeting be approved as written. Commissioner Barbara Saugen seconded.  The motion passed for the Chair to sign on behalf of the Board.

 

The Island County Health Officer, Dr. Roger Case, introduced Captain Susan B. Herrold, NC USN to the Board of Health. Captain Herrold is the Commanding Officer of the Naval Hospital.

 

Advisory Reports:

1.        Lisa Clark presented an update for the Opportunity Council and for the benefit of the Captain Herrold she gave a brief outline of the services that they provide. Ms Clark says that the needs are increasing as the funds are decreasing.

 

2.        Dave Macys presented the review of Community Health Advisory Board (CHAB) activities from March to May 2003. (see attachment).  For the benefit of Captain Herrold, he gave a brief outline of the priorities established by CHAB:

·         Mental Health in Island County

·         Early Childhood support and Parent Education

·         Chronic Disease, Illness Prevention and Physical Activity (CHAB is developing an action plan determining how to move forth.)

A CHAB Budget Review Committee is working on the Board of Health charge to review Health Department program funding and to present their findings to the Board.

 

3.        Jackie Henderson, Human Services Director, presented the report for the following Boards:

·         Substance Abuse Advisory Board

·         Mental Health Advisory Board

·         Developmental Disability Board

 

She stipulated that there is still no budget at DSHS for Substance Abuse, and is unsure about what effects this will cause. Special Needs children will be greatly affected. DSHS is considering a plan to institute modest fees for services. There will be a tightening up of eligibility for program recipients. There will have to be a change in the WAC for fees-for-services, but there needs to be a solution. Jackie then commented that the person who filmed the video for drug abuse in South Whidbey High School is now making a video on Bullying in Oak Harbor Schools.
In Mental Health, many systems are dropping away and more hospitalization will result. Locally, we are working with the jail regarding mental health issues. Adult Drug Court begins possibly in July. 

 

Early Childhood Disabilities: The dollars received from that program are based upon the number of children that the state determined we should have, not upon the actual number we do have. This program provides for 80+ children.  The total age 3-21 population in need is 300-350. Changes in the available support will have a deleterious effect on DD programs across the state.

 

4.        Laurie Mosolino presented the report for the Environmental Health Assessment Team (see attachment).  For Capt. Herrold’s benefit she outlined the role that EHAT provides in the community. EHAT is comprised of 26 volunteer appointees from a diverse group of Island County citizens.  They meet frequently in subcommittees to complete the 13 Tasks of the PACE-EH (Protocol for Assessing Community Excellence in Environmental Health) model. This is a 3 year grant supported program from CDC. Current subcommittees:

                                Vector-borne Diseases Subcommittee has completed Task 7

                                Recreational Land Use Subcommittee has completed task 6

                                Dumping Subcommittee has completed Task 6

 

Contracts:

 

1.  Commissioner Mike Shelton moved that Department of Health Consolidated Contract No. C08679, Amendment No. 2 with a contract amount of $513,945, amendment amount $0.00, be approved.  Commissioner Bill Byrd seconded, and the motion passed for the Chair to sign on behalf of the Board.

 

2.  Commissioner Mike Shelton moved that Northwest Education Service District 189 Coupeville School Nurse Contract No. HD-09-2 Amendment 1, contract amount $13,460, amendment amount $2,300 be approved. Commission Bill Byrd seconded, and the motion passed for the Chair to sign on behalf of the Board.

 

3.  Commissioner Mike Shelton moved that Evergreen Aids Foundation HIV Case Management Contract No. HD-05-03, contract amount $18,591, be approved. Commissioner Bill Byrd seconded, and the motion passed for the Chair to sign on behalf of the Board.

 

Health Department Report:

 

Health Services Director Tim McDonald presented a brief report concerning Region 1’s Bioterrorism Preparedness and Response Program (see attachment).  Public Health has been assigned the lead in organizing bioterrorism efforts to prepare our community health systems and response agencies. Mr. McDonald stated that Dr. Roger Case is leading the agency in developing and coordinating the department’s emergency communication capabilities. He also stated that Federal and State grant funds are being made available to the Regions to address identified needs in developing the infrastructure necessary to meet the challenges of emergent situations presented by bioterrorism and communicable disease . . . and that “we are aggressively pursuing such funding”.

 

Adjourn: There being no further business, Commissioner Mac McDowell adjourned the meeting at 11:50a.m. The next regularly scheduled Board of Health will be 16 June 2003.
