BOARD OF ISLAND COUNTY COMMISSIONERS – SPECIAL SESSION - APRIL 23, 2003

 

The Board of Island County Commissioners  met  in Special Session on Wednesday,  April 23,  2003, at Noon.  The meeting was  held  in the Island County Courthouse Administration Building, 1 N. E. 7th Street, Room #116, Coupeville, Wa.    The meeting was called to allow County Commissioners to     participate in a joint Council of Governments meeting with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts. Main topics scheduled for discussion included:  Proposed Interlocal Agreement/By-laws  for COG; Draft Interlocal Agreement  regarding  use of new $10.00 document  recording surcharge for low income  housing projects; Legislative Update and Other Issues of Mutual Interest/Concern.  Not all topics were discussed.

Draft Interlocal Agreement For Use of  Recording

Surcharge For Low Income Housing Projects

 

Discussed a proposed draft Interlocal Cooperation Act agreement  between Island County, the cities of Oak Harbor and Langley, and the Town of Coupeville for use of the new ten dollar per recording surcharge (HB2060). Steve Gulliford was asked to make changes reflecting the comments of Council of Government members. 

 

County Annexation Review Board

 

Briefly discussed today that to get a county   Annexation Review Board appointed, potential candidate names need to be forwarded to the Office of the Governor.  The April  30th deadline by which to submit nominations  to the Governor for appointment has been extended  to May 15.   People who want to serve should fill out an application and submit it to the County, Cities or Town for  submittal to the Governor.
