MEETING
The Board of Island County Commissioners (including
Diking Improvement District #4) met in Regular Session on June 2, 2003 beginning at 9:30 a.m. in
the Law & Justice Facility,
Department III (Courtroom 3), 101 N.E. 6th Street, Coupeville,
Wa. Wm. L. McDowell, Chairman, William
J. Byrd, Member, and Mike Shelton, Member, were present. The meeting began with the Pledge of
Allegiance. By unanimous motion, the
Board approved the minutes from the regular meeting May 19, 2003.

EMPLOYEES )
WHEREAS, the Board of
Island County Commissioners adopted Resolution C-43-02 on June 3, 2002 which continued the Wellness Incentive
Program; and
WHEREAS, the above
Resolution requires an analysis of potential costs to be reviewed no later than
April 1, 2003, after which the program may be renewed based on the previous
year’s accrued sick leave for program year 2003, and
WHEREAS, by
participation in the program, Island County employees demonstrated that a
percentage of employees favored incentives for maintaining healthy life styles
and incentives for unused sick leave; and
WHEREAS, absenteeism
is expensive to the County, both in paid time off and lost productivity to the
organization; NOW, THEREFORE,
BE IT RESOLVED, that
after review it has been determined that the Wellness Incentive Plan for 2003
is renewed and will contain only Plan 1a and Plan 2a as described on Attachment
A; and
BE IT FURTHER RESOLVED, that an
analysis of potential costs will be reviewed prior to April 1, 2004 at which
time the program may be renewed for program year 2004.

Washington Counties Risk Pool Interlocal Agreement First Amendment (RM-BOC-8900893) was approved by unanimous motion of the Board, as presented and recommended for approval by Betty Kemp, Director, GSA/Risk Management. The amendment allows provision of liability insurance for WSAC, WACO and the WAPA.

#G200308 - NORTHwest Straits
Project:MRC Nearshore Projects Phase
III
Amendment 2 to CZM310 Grant #G0200308 was approved by unanimous motion of the Board as presented and outlined by Don Meehan, WSU Cooperative Extension Agent, between the State of Washington Department of Ecology and Island County for the Northwest Straits Project: MRC Nearshore Projects: Phase III. This changes the scope of work and provides a budget redistribution of $5,000 from the Derilict Gear task to Shore Stewards Project and time extension.

Contract/Contract Bond - G.G. Excavation, Inc. FOR North Camano Drive/Arrowhead Road
Intersection Improvements
Contract and Contract Bond with G.G. Excavation, Inc., the firm previously awarded bid for the North Camano Drive/Arrowhead Road Intersection Improvements under CRP 02-02, Work Order #172 in the amount of $688,021.75 were approved and signed by the Board as presented by Mr. Oakes.
Based on recommendation provided by Dick Snyder, County Engineer, dated May 28, 2003, confirmed by Mr. Oakes today, the Board by unanimous motion awarded bid for the 2003 ACP Overlays, Whidbey Island, under CRP 03-02, Work Order #358 to Krieg Construction, the low bidder, in the amount of $899,287.00
By
unanimous motion, as presented and recommended by Mr. Oakes, the Board approved
for signature Contract and Contract
bond for 2003 ACP overlays for Camano Island, the bid previously awarded under
CRP 0301, Work Order #357, to Lakeside
Industries, in the amount of
$342,434.80, once both originals have been signed and returned
from contractor.
As
legal notice provided, the Board held
public hearings beginning at 10:20 a.m.
on two franchises:

Mr. Oakes provided the Board with the County

Franchise #77(1)R
Mr. Oakes provided the Board with the County
Engineer’s letter dated April 30, 2003
reporting in favor of granting the
requested franchise renewal. There were no members of the public present
at the time of hearing who spoke either
for or against the franchise.
By unanimous motion the Board approved Franchise #77(1)R for the renewal of existing water distribution system, by James I. Metcalf & Co., Inc., in the Plat of Beverly Beach, Division No. 3, Sec 23, R 2E.
HEARING HELD ON Ordinance #C-52-03: Ordinance Amending ICC 2.31.100 and 2.31.190 TO ALlow Reuse and Recycling of Solid Waste
A Public Hearing was held at 10:25 a.m. as advertised and scheduled for the purpose of considering Ordinance #C-52-03: Ordinance Amending ICC 2.31.100 and 2.31.190 to Allow Reuse and Recycling of Solid Waste.
Mr. Oakes briefly provided an overview of the proposed amendments:
Amendment to
ICC 2.31.100.C adds the provision that once arriving at an Island County
solid waste disposal facility items being disposed that may be of use to another person may be conveyed to another
person at no cost and taken out of the waste stream.
Amendment to ICC 2.31.190 adds a sentence to provide
that such items may be conveyed to a
current or former county official or employee.
No one
from the public came forward to
comment either for or against proposed Ordinance #C-52-03. The Board, by unanimous motion, approved
Ordinance #C-52-03.

WHEREAS, Island County receives solid
waste for disposal which may have some use value to another person; and
WHEREAS,
pursuant to RCW 36.58.060, ownership of solid wastes are vested in Island
County upon the arrival of solid wastes at an Island County Solid Waste
facility; and
WHEREAS, it is
beneficial for such property to be recycled or reused to remove it from the
solid waste disposal stream to both reduce costs of disposal and minimize
volume of waste for disposal; and
WHEREAS,
County regulations for disposal of surplus county property need to be revised
to allow for conveyance of items from the solid waste disposal stream to
individuals for
reuse or recycling; NOW, THEREFORE,
IT IS HEREBY
ORDAINED that ICC 2.31.100 and ICC 2.31.190 are amended as set forth on
Exhibit “A” attached hereto. Material
underlined is being added to those existing sections.

The Board of Island County Commissioners reconvened at 3:00 p.m. at the Camano Multipurpose Center, 141 N. East Camano Drive, Camano Island, Wa. with all Commissioners present.
HEARING HELD: Ordinance #C-55-03/ R-21-03 Temporarily Reducing Speed
Limit on a Portion of North Camano Drive and Arrowhead Road
during Road Improvements
A Public Hearing was held as scheduled and advertised beginning at 3:00 p.m. for the purpose of considering Ordinance #C-55-03/ R-21-03 Temporarily Reducing Speed Limit on a Portion of North Camano Drive and Arrowhead Road during road improvements. Bill Oakes, Island County Public Works Director; Joe Araucto, Island County Traffic Engineer; and Kelly Ruhoff, Stanwood-Camano News, were present.
Mr. Oakes explained that the ordinance proposed a temporary reduction in the speed limit during the construction of the North Camano Drive and Arrowhead Road intersection improvements. In order to remove the vertical curve, the project requires reduction of the travel lane width to 10 feet while dropping each side of the road 7 feet. Since traffic will be traveling on a gravel surface, recommendation is to reduce the speed limit to 10 mph for the duration of the construction.
There were no public comments.
By unanimous motion, the Board approved Ordinance #C-55-03/R-21-03 Temporarily Reducing the Speed Limit on Portions of North Camano Drive and Arrowhead Road During Road Improvements.

WHEREAS, RCW 47.48.010 authorizes a County to temporarily reduce the speed limit
for vehicular traffic on any County road whenever the road is undergoing
construction, alteration, repair or maintenance; and
WHEREAS,
Island County is improving North Camano Drive and Arrowhead Road as part of the
North Camano Drive/Arrowhead Road Intersection Improvement Project, CRP 02-02;
and
WHEREAS, the
said project will require reduction of travel lane width during construction
necessitating reduction of the speed limit; and
WHEREAS, it is
in the best interests of the public that the speed limit be temporarily reduced
on a portion of North Camano Drive and a portion of Arrowhead Road; NOW, THEREFORE,
BE IT HEREBY
ORDAINED that speed limits are temporarily reduced as follows:
1. North Camano Drive, between a point 0.62 miles west of
Arrowhead Road and
a point 0.52 miles east of Arrowhead Road, the speed
limit is reduced from 35 miles per hour to 10 miles per hour; and
2. Arrowhead Road, between the intersections with Utsalady Road
and Vista Del Monte Street, the speed limit is reduced from 35 miles per hours
to 10 miles per hour.
This Ordinance shall be in
full force and effect at the start of construction of CRP 02-02 and shall
terminate upon the completion of the project.
At least three days before this Ordinance will take effect, notice of
the speed limit reductions, including the effective date shall be published in
the Stanwood-Camano News and a like notice shall be posted on or prior to the
date of publication of such notice in a conspicuous place at each end of the
reduced speed areas on North Camano Drive and Arrowhead Road.
