Greg Banks, Prosecuting Attorney, commented with respect to State Department of Corrections’ budget that was slashed and some of the resulting changes:
-no longer will take the responsibility for ensuring a
convicted person pays fines, court costs,
reimbursements to the County for fees or paying restitution;
-the law says that the County
Clerk may take up the role of
collection;
-July 1 giving prisoners
retro 50% “good time” . Statewide there are 900+ inmates who will
be
eligible for
early release who otherwise would not be released. It is a cost shift and puts chronic
criminals back
out in the state in the
counties/communities they came from.
Suzanne Sinclair was elected as President of the State Auditor’s Association
at the Annual State Association of Auditor’s conference. Workshops are being organized to talk about voting systems and process, and the
probability that the County will be required to replace its voter tabulation system and likely the voter
registration system, since it does not
conform to Secretary of State
Office requirements contained in Help America Vote Act. Required date of compliance is 2006.
There should be some dollars forthcoming to assist in this endeavor although unlikely it will cover all of
the expenses. HAVA requires that the
state establish a state-wide data base
of registered voters and the Secretary of State is looking to each County to
maintain its own data base; the system has to be able to exchange information
at the state system level.
Linda Riffe attended the Treasurer’s Conference in Spokane last week and came back with a
lot of information regarding bonds, arbitrage and accounting processes. County department bank accounts outside the Treasurer’s Office do not comply with the RCW’s.
Insufficient check fees recently charged to the Treasurer as a result of
one such account will be charged back
to that department. She will begin
working with the various departments
on this issue, and follow up with written documentation with a copy to
the Board. There are a couple of junior taxing districts that issue
warrants without sufficient funds in their accounts, one in particular seems to
be an on-going situation. She is
advising all districts that in the
future they need to be sure investments
mature when needed to cover payroll.
The County is not in the business
of floating loans.
Budget Distribution. Elaine Marlow indicated that the budget had been distributed to those departments who requested a copy. The call for 2004 budgets will be sent out the first part of July.

The afternoon session beginning at 1:30 p.m. opened with the Pledge of Allegiance. By unanimous motion, the Board approved the minutes from regular meeting held on June 16, 2003.

REAPPOINTMENTS
By unanimous motion the Board reappointed Camano Island residents Joyce Christiansen and Carol Tripplet to the Island County Park Board for six year terms expiring June 30, 2009.
Staff session SCHEDULE – JULY, 2003
The Staff Session schedule for July, 2003, was approved for distribution by unanimous motion of the Board. The regular Staff Session for July 1 has been canceled and a special staff session scheduled for July 9 at 9:00 a.m. The regular third Wednesday Staff Session, July 16, will be held as scheduled, also at 9:00 a.m.

WHEREAS, Parent Trust for Washington Children, originally founded as
Parents Anonymous of Washington State, holds the distinction of being the first
recognized Family Support Program in Washington State; and
WHEREAS, since
its founding in 1978, Parent Trust ‘s State-wide programs have worked with
parents, caregivers, children, community leaders, government officials and interested
parties in every county in the state to prevent child abuse, break the cycle of
violence and make a real difference in the lives of families; and
WHEREAS, on July 10, 2003, Parent Trust for Washington Children will celebrate
its 25th anniversary of working to prevent child abuse and neglect
by strengthening families in Island County and Washington State.
NOW THEREFORE BE
IT HEREBY PROCLAIMED in celebration
of this achievement, as well as
the achievement of thousands of families and volunteers who have made this

INTERLOCAL AGREEMENTS WITH STATE DEPARTMENT OF THE
MILITARY FOR FY2004 E-911 OPERATIONS
By unanimous motion, the Board approved two E-911 Operations Contracts FY2004 between Island County and Washington State Department of the Military Emergency Management Division, in both cases, with recommendations on the Contract Review Forms by the Deputy Prosecuting Attorney:

Quit Claim Deed for Island County’s acceptance from John M. & Patricia A. Prendergast related to Lancaster Road, Short Plat 298/02, was approved by unanimous motion of the Board along with payment by the County in the amount $5,800.00 [Work Order #213, Parcel 483-464; Sec. 22, Twp 29N., Rge 2E.].

Award of Bid and Contract Approval-Calendar
YEARS
2003-2004 – BIOSOLIDS APPLICATION
Based on recommendation dated May 29, 2003 from
the Solid Waste Manager and Assistant
Public Works Director, the Board by unanimous motion, awarded bid to the low
bidder, Northwest Liquid Transport, Inc., for Biosolids Application for
calendar years 2003 and 2004, as well as approving and signing the Contract
with that firm in the amount of $6,130
per year plus sales tax.
AWARD
OF BID AND CONTRACT APPROVAL FOR RECYCLING SERVICES
By unanimous motion the Board awarded bid per
recommendation of the Solid Waste Manager and Assistant Public Works
Director, for hauling and recycling of
recyclable commodities collected at County-owned recycle parks and
centers, County government office
buildings on North and Central Whidbey Island, and from participating public
schools, to Island Recycling, Freeland, the low responsive bidder, for the
period July 1, 2003 through June 30, 2006.
By unanimous motion, the Board also approved the contract with Island
Recycling and authorized the Chairman’s signature on the contract when Contract
Review has been completed and approved by the Prosecutor’s Office and Risk
Management.
There being no
further business to come before the Board, meeting adjourned at 2:31 p.m. The next regular meeting will be held on
July 7, 2003 beginning at 9:30 a.m.
