ISLAND COUNTY COMMISSIONERS – MINUTES OF MEETING

SPECIAL SESSION - JULY 23, 2003

The Board of Island County Commissioners met in Special Session on Wednesday, July 23, 2003, for a no-host luncheon at noon, following the RTPO meeting held at 11:00 a.m. The meeting was held in the Island County Courthouse Administration Building, 1 N. E. 7^th Street, Room #116, Coupeville, Wa., for the purpose of allowing County Commissioners’ participation in a joint Council of Governments meeting held with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts.

Attendance:

William J. Byrd, Member, Board of County Commissioners

Patricia Cohen, Mayor, City of Oak Harbor

Nancy Conard, Mayor, Town of Coupeville

Lloyd Furman, Mayor, City of Langley

Wm. L. McDowell, Chairman, Board of County Commissioners

Mike Shelton, Member, Board of County Commissioners

Issues of Mutual Interest/Concern

§ Discussed various issues among the cities and county of particular interest to the citizens over the past month.

§ Talked about GMA and what some of the long term impacts are with directing growth in the cities and not so much in the county.

§ Status of Rural County Tax Funds. Chairman McDowell will provide the balance to members at the next meeting.

Meeting adjourned at 1:00 p.m. The next Council of Governments Meeting is

scheduled for August 27^th at noon.
