Members Present:  Commissioners: Mike Shelton, Mac McDowell, William J. Byrd; Barbara Saugen, WGH Commissioner; Mayor Patty Cohen, Oak Harbor Captain Susan B. Herrold, Commanding Officer of Naval Hospital Oak Harbor  (Ex-Officio Member), Roger S. Case, MD, Executive Secretary to the Board.

 

Call to Order: Commissioner Bill Byrd called this regularly scheduled session of the Island County Board of Health to order at 1:15 p.m.

 

Agenda:  There were no additions to the agenda.

 

Minutes:  Commissioner Mike Shelton moved that the minutes for the July 19, 2004 meeting be approved.  WGH Commissioner Barbara Saugen seconded.  The motion passed for the Chair to sign on behalf of the Board.

 

CHAB Appointment:  WGH Commissioner Barbara Saugen moved that the Board approve Blake Kaiser’s appointment to the CHAB to fill position 16.  Ms Saugen stated that Professor Kaiser is already involved with the Community Health Advisory Board.  Commissioner Mike Shelton seconded.  The motion passed unanimously.

 

Advisory Board Reports:

 

v      Since Dave Macys was unable to attend, Health Office Roger Case presented the Review of Community Health Advisory Board (CHAB) Activities June 2004-August 2004.  CHAB has identified specific issue areas in Island County: (see attachment)

Other work includes developing specific child and family indicators, exploring model Children’s Commissions, and developing innovative funding resources for child and family programs in Island County. 

 

Dr. Case advised the board that the CHAB has five positions vacant.

v      Lisa Clark could not be present at this meeting; therefore no report was given for the Opportunity Council.

 

v      Mr. Jim Patton presented the report for the Environmental Health Advisory Team.  EHAT is focused on four environmental health issues (West Nile Virus, Walk-able Island County, Illegal dumping, and Drinking Water-:Arsenic)  EHAT had a successful and well-attended forum on illegal dumping on July 20, 2004. A follow-up forum was discussed among attendees and will be addressed August 19, 2004.  (see attachment)

 

Contracts:  Kerry McDonald presented the following for approval:

Contract No: C08679 Amendment 12

Contract Amount: $1,022,468

Amendment Amount:          $4,188 (The purpose of this amendment is to purchase a stationary satellite telephone for the Emergency Operations Center)

Contract No.: HD-12-03 Amendment 1

Contract Amount: Fee for Service

Amendment Amount Fee for Service ($12,000)

 

  1. Bess Windecker Nelson, Ph.D.

Parent Education Program

Contract No.: HD-08-04

Contract Amount: Not to Exceed $3,000

 

Commissioner Mike Shelton moved that the contracts presented be approved. Mayor Patty Cohen seconded.  The motion passed and the Chair will sign on behalf of the board.

 

Report from the Health Department:

 

Island County Nursing Director, Carol McNeil presented a brief summary of the “Every Child Matters Education Fund”-Washington Survey Results. (see attachment)  Washington voters want candidates for office in 2004 to talk about where they stand on important children’s issues.  85% of voters say that it is important for candidates for office to talk about plans to make children a priority.  Voters say that children’s issues are the second most important issue, ranking just below the economy but ahead of homeland security, care for the elderly, and taxes.

 

By the results of a survey that was given to citizens in both Seattle and Spokane by the director of the Office of Financial Management-Priorities of Government, it is apparent that both populations are diverse in their responses.  The Seattle results showed that 60 % wanted more money spent on K-12 education and in Spokane only 27%. However both surveyed populations placed their greatest emphasis on spending for Social Services and for Health.  (see attachment)

 

Public Input or Comments:

               

Health Services Director, Dr. Roger Case stated that the sewer outfall issue at Penn Cove should be corrected by mid-September. In the meantime, the beach at Monroe Landing will remain closed to recreational shellfish harvesting.

 

Adjourn:

 

There being no further business, Commissioner Byrd adjourned the meeting at 1:40 p.m.  The next regularly scheduled Board of Health meeting will be on September 15, 2004.
