Call to
Order: Commissioner Bill Byrd called this
regularly scheduled session of the Island County Board of Health to order at
1:16 p.m.
Absent: :Barbara Saugen, WGH

Additions or Changes to the
Agenda: Health Services Director Tim McDonald
stated that the BOH should consider changing the dates of the January and
February meeting due to the Federal Holidays falling on those specific
dates. Commissioner Mike Shelton
moved that January 21, 2005 and February 28, 2005 be the BOH meeting dates for
those months. Mayor Patti Cohen
seconded. After a brief discussion an amendment was made to the motion that
February’s date be set at the December’s meeting. This motion passed.
Minutes: Commissioner Mike Shelton moved that the
minutes for the October 18, 2004 meeting be approved as written. Mayor Patti Cohen seconded. The motion passed for the Chair to sign
on behalf of the Board.
New Business: Mr. Mc Donald stated that
there was a typo made in the September 20, 2004 minutes regarding the Contract
No. HD-06-04, Amendment 1 Commissioner Barbara Saugen moved that
ACS-Digitizing Project-Contract No.HD-06-04 (Amendment amount $20,000; Contract
amount $33,500) be approved. The correction will be made.
CHAB Appointments: Tim McDonald asked the Board to consider Kaylee Baldwin, SWHS Junior as a CHAB Appointee. Barbara Saugen and Dr. Roger Case interviewed Kaylee and recommended her appointment. Commissioner Mike Shelton moved that Kaylee Baldwin be appointed to CHAB, Mayor Patti Cohen seconded and the motion was approved.
Advisory
Board/Council Reports:
Lisa Clark gave the Opportunity Council report.
· She will give their report once a year in the fourth quarter. Margie’s House (transient housing for low income clients) is nearing completion. This 1.28 million project has been a collaborative effort of the Housing Authority and CADA. The Opportunity Council has fielded calls from Nebraska and Michigan wanting to know how a small rural community could manage to build such a project. This project will have 16 units for housing women and children. Open House will be January 6, 2005.
· The Assistant Energy program has booked 117 appointments since October 1, 2004.
· The assistant Director of the Opportunity Council has co-located to the NAS Hospital to assist the spouse/Naval personnel when there is a need for their services.
Island County/Stanwood Community Public Health Safety Network report was given by the Director for the Network, Patti Carroll.
· The net supports direct services to help reduce childhood abuse. The network funds four programs through out the county.
· Staffing is critical at this time - how do we fund dollars to the community
· Mandate from state regarding how well they work together in allocating funds
· Retreat January 9 and 29, 2005.
Community Health Advisory Board report was given by Dave Macys: (see attachment) He addressed the following issues with which CHAB is presently involved:
· Early Childhood Support and Parent Education
· Community Health Key Indicators Evaluation Task Force
· Mental Health
· Special Health Reports and Other Reports to the Board
· Public Awareness, Education and Outreach Efforts
· Membership and Organizational Items
Questions from the Board regarding how private practice/Public Health Child Psychiatrist relate to the Public Health Community. A grant awarded to the hospital provided funding support in recruiting, moving her here, and getting her practice started. She accepts Medicaid eligible and all providers.
Commissioner Byrd said that he was encouraged by the work of CHAB.
Celine Servatius presented Environmental Health Assessment Team report. (See attachment)
· Update on EHAT Progress
· EHAT Membership
· Review of the draft action plan and potential interventions developed at the Forum on Illegal Dumping and Littering. Fine tuning of the action plan and preparing for implementation will be ongoing.
Presentation: Emergency Response (and the role of the Incident Command System)
T. J. Fisher outlined the following:

Ms Fisher noted that what worked in the past may not work today in the face of Homeland Emergency situations. We need to understand and become familiar with the concept of a unified command structure to work together.
Waiver Application Denial-appeal-Marilyn Hilton:
Environmental Health Director presented the Staff Report – Proposal, Findings, Analysis, Conclusions, and Recommendations for Appeal. Based upon the Findings and Conclusions, the Island County Health Department denied this waiver administratively. The applicant is appealing that decision. The health department advised that the applicant may be able to pursue obtaining a restrictive covenant. Once the covenant is obtained, moving the septic drainfield would still be required. The applicant might also consider obtaining an offsite well easement for drilling a well on one of the parcels to the East, or the parcel across Shore Meadow Road to the West, or an offsite well easement from the Lasleys on their parcel, which would impact less upon the parcels to the East than the currently proposed well. An offsite well would preclude the need to move the septic drainfield.
J. T. Hilton presented the reasons for the request for the appeal on behalf of his mother Mary Hilton. Fred Pettit, owner of one of the adjacent parcels who resides at 840 Bush Pt. Rd. gave a brief comment concerning the appeal. Gary Boonstra, who resides at 716 Holcomb, a well driller gave input about drilling a well. After much discussion, Commissioner Byrd closed the hearing at 3:38pm. Commissioner Mac McDowell made motion to deny the appeal. Mayor Patti Cohen seconded the motion. The appeal was denied. Commissioner Mac McDowell recommended moving the well site to keep the well radius on J.T. Hilton’s property and/or the county right of way. The Health Department was charged to assist the Hiltons in determining their next options.
Report from the
Health Department:
Health Services Director Tim McDonald advised the BOH of WA State DOH Onsite Septic Service workshop Tuesday, December 14, 2004 to be held in Commissioners Hearing Room from 9:00am-Noon. This meeting will be broadcast to the Camano Island County office.
Mr. McDonald stated that the 6th case of TB has been diagnosed in Island County. This case is on Camano Island. He noted that 20% of the world population is positive for TB, and this is a growing concern for the United States. Caring for local TB patients is a county government responsibility in the event the patient has no insurance coverage for such treatment.
Three nurses from the H.D. contacted 75 persons the over the weekend of the recent meningitis case (a local high school student) diagnosed about noon Saturday. By Sunday evening, all contacts had been identified and 7 individuals outside the family were given the required prophylaxis. No other cases occurred from this incident.
The H.D. received 1200 doses of flu vaccine and gave it all to local providers for their identified High Risk patients. “We expect to receive 1250 more doses and will distribute this as we have with the previous doses. There is no guarantee that we will receive any more vaccine.”
