BOARD OF
ISLAND COUNTY COMMISSIONERS MINUTES OF MEETING
The
Board of Island County Commissioners met in Special Session on Wednesday, May 26, 2004, beginning at
10:30 a.m. in the Island County Courthouse Annex Hearing Room, 1 N.E.
6th Street, Coupeville, Wa.
William J. Byrd, Chairman; Mike Shelton, Member, and Wm. L. McDowell,
Member, attended.
The
purpose of the Special Session was two-fold:
(1) Allow County Commissioners’
participation in a joint Council of Governments meeting with Elected Officials
from Island County, City of Oak Harbor, City of Langley, Town of Coupeville and
Port Districts;
(2) Authorize closing the Island County Auditor’s
Office for the purpose of attending funeral
services for
Margaret Rosenkranz.
The Board of Island County Commissioners met at 10:30 a.m. to allow County Commissioners’
participation in a joint Council of Governments meeting with Elected Officials
from Island County, City of Oak Harbor, City of Langley, Town of Coupeville and
Port Districts, continuing with presentations on issues facing re-opening of the
local airport.
In addition to the three
County Commissioners also present
were: Nancy Conard, Mayor, Town of Coupeville;
Ed Van Patten. Port of Coupeville; John Coyne, Port of Coupeville.

Participants talked about
the future of the airport in Oak
Harbor, what the possibilities were and how that facility might
operate.
The Board of Island County Commissioners, through Resolution No. C-51-98 (Personnel Policies and Procedures Manual, Section 2.01.066) set the days and times offices are to be open. Other provisions allow offices being closed for special circumstances by authorization of the Board of County Commissioners. Special circumstances exist in that Margaret Rosenkranz
passed away over the weekend following an extended bout with
cancer. Margaret began
working with the County in 1970 in the Auditor’s Office, worked her way up to Chief Deputy Auditor, and
served as the County Auditor
following the resignation of the elected Auditor. She then assumed the duties of Budget
Director in January of 1997 and retired from that position in June of
2001 completing 31 years with the County.
By unanimous motion, the Board authorized closure of the Island County Auditor’s Office, Licensing, Recording and Elections sections on Thursday, May 27, 2004 during the time when memorial services are held for Margaret Rosenkranz.
