BOARD OF ISLAND COUNTY COMMISSIONERS
MINUTES OF MEETING
In addition to the Special Session [budget workshop] of the Board scheduled today at 1:30 p.m. , the Board of Island County Commissioners also met in special session at Noon (following the 10:00 a.m. RTPO Meeting) for a no-host luncheon, held in the Island County Courthouse Annex, Commissioners’ Hearing Room, 1 N.E. 6th Street, Coupeville, Wa.
William J. Byrd, Chairman, Mike Shelton, Member, and Wm. L. McDowell, member were present.
The special session was called for the purpose of allowing County Commissioners’ participation in a joint Council of Governments meeting with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts. The topic for discussion was use of Rural Economic Development funds.
ATTENDANCE:

present: Neil Colburn, Mayor, City of
Langley; Ed Van Patten, Port of
Coupeville; William J. Byrd, Mike Shelton and Wm. L. McDowell, County
commissioners. In the absence
of Mayor Conard, Commissioner Shelton served
as Chair for today’s COG.
Discussion centered around what entity should make recommendations on how Rural Economic Development funds should be used: should it be the Council of Governments, the Island County Planning Commission, or some other Board-appointed committee. The COG is somewhat spilt at this point, several members believe the COG is the appropriate entity while others favor the Planning Commission because membership is equally distributed among each Commissioner District.
No decisions have been made.
