BOARD OF ISLAND COUNTY COMMISSIONERS MINUTES OF MEETING NOVEMBER 1, 2004
The Board of Island County Commissioners (including Diking Improvement District #4) met in Regular Session on November 1, 2004, at 9:30 a.m. in the Island County Courthouse Annex, Hearing Room, 1 N. E. 6th Street, Coupeville, Wa. William J. Byrd, Chairman, Mike Shelton, Member, and Wm. L. McDowell, Member, were present. The meeting began with the Pledge of Allegiance. By unanimous motion, the Board approved the minutes from the October 18, 2004 regular meeting.
VOUCHERS AND PAYMENT OF BILLS
The following vouchers/warrants were approved for payment by unanimous motion of the Board: Voucher (War.) #200479 - 200725 . . . . . . . . . . . . . . . . . . . . . $631,186.66.
Resolution #C-89-04 Declaring Legal Holidays for 2005 was adopted by unanimous motion of the Board. The following are observed legal holidays for the year 2005:

Professional services agreement - Intertidal Consulting - perform duties of Island County Marine Resources Executive Director
As forwarded under cover memo dated October 26, 2004 from Don Meehan, Director, WSU Extension, the Board by unanimous motion approved and signed Intertidal Consulting Service Agreement renewal 2004-2005 to perform duties of the Island County Marine Resources Executive Director, a contract in the amount of $25,000 (RM-EXT-04-0105). The funding for the contract comes from grant sources through the Northwest Straits Commission and Department of Natural Resources.
The Board by unanimous motion approved two Health Department contracts recommended for approval by Tim McDonald, Health Services Director:
Contract #HS-03-03 Amendment 2 (RM-HLTH-99-005) - Island Employment Services for
Developmental Disabilities-Supported Employment Services, to increase contract amount for fiscal year 2005 for one transition age, waiver client and one transition age, non-waiver client; amendment amount $11,085 for total new contract amount of $300,202;
Contract # HS-04-04 (RM-HLTH-04-0041) - Professional Services Contract - Jan Pickard, M.A., L.M.H.C. for Mental Health-NSRSN Special Project to reimburse subcontractor for
professional services for time spent in outreach, preparation time and support group sessions, in the amount of $2,500.
Lori Hilleary, Langley, asked general questions related to the history of Diking Improvement
District #4 and development of Useless Bay, and talked about some of the research of records
and old newspapers she was involved with in respect to her great grandfather McMaster.
Quit Claim Deed –
WASHINGTON STATE DEPARTMENT OF TRANSPORTATION

SR 525, Lake Hancock vicinity to Donahey Road - TB 1-0147
Based on the recommendation of Bill Oakes, Public Works Director, the Board
approved and accepted Quit Claim Deed #PW-0420-150 from WSDOT to Island County, for SR 525, Lake
Hancock vicinity
to Donahey Road, per terms and conditions of
Turnback Agreement #TB 1-0147.
Adopt-A-Road Litter Control Program – Renewal Agreement - Friends of Camano Island Park
Adopt-A-Road Litter Control Program Renewal Agreement between Island County and Friends of Camano Island Park was approved by unanimous motion of the Board, representing: Dry Lake Road to Mountain view Road on Elger Bay Road; Mountain View Road west from Elger Bay Road to West Camano Drive, Point Lowell Road from South end of Camano Island State Park to Mountain View Road and West Camano Drive from Mountain View Road north to Monticello Road.
Stormwater Mitigation Agreement & Covenants – Matthew W. & Debra L. Schupp – Plat of Holmes Harbor Golf & Yacht Club
By unanimous motion, the Board approved Stormwater Mitigation Agreement & Covenants under #PW-0420-145 between Island County and Matthew W. & Debra L. Schupp, related to Lot 30, Block 3, Division #6, Plat of Holmes Harbor Golf & Yacht Club.
Contract – Glacier Environmental Services, Inc. - Landfill Gas Control System Upgrades AND Additions
Contract #SW-04-0071 between Island County and Glacier Environmental Services, Inc. for the Landfill Gas Control System Upgrades and Additions at the Coupeville Solid Waste Facility, in the amount of $481,504.78 (incl. 8.3% SST) was approved and signed by unanimous motion of the Board.

Requests
Updated 2005 Workshop Budget - summary shows changes to date made by Budget Director from the various budget workshop sessions with new totals. Will double-check Homeland Security grant revenue and expenditure figure. Used 4% increase to estimate sales tax next year.
Supplemental requests: now total $777,583.
Short by $10,000 to restore the Oak Harbor congregate meal site for seniors; someone donated $5,000 towards that restoration, and with the City having expressed willingness to assist in funding some
portion of that, Commissioner McDowell requested adding $2,500 to the supplemental request list from Island County.

SPECIAL SESSION - CANCELED
Special Session scheduled for 3:30 p.m. for a tour of the Master Gardeners Educational Garden at
Greenbank Farm was canceled and will either be rescheduled for the
Commissioners, with appropriate notice, or individual Commissioners at a
convenient time will make a point to stop by the Farm to
view the garden.
There being no further business to come before the Board at this time, the meeting adjourned at 10:50 a.m. The next regular meeting of the Board will be held on November 8, 2004 beginning at 9:30 a.m.
