The Board of Island County Commissioners met in Special Session on October 11, 2005, beginning at 2:00 p.m. held at the Camano Multipurpose Center located at 141 N.E. Camano Drive, Camano Island, WA. Mike Shelton, Chairman, Wm. L. McDowell, Member, and William J. Byrd, Member, were present. Others in attendance included: Dick Snyder, Island County Engineer, and Dave Clark, Stanwood/Camano News.
The purpose of the special session was to conduct a public hearing on Ordinance #C-103-05 (R-44-05) in the Matter of Regulating Speed Limit on Brokaw Road as shown on attached Exhibit ‘A" amending Island County Code, Title X, Chapter 10.01, reducing the speed limit from 35 mph to 25 mph..
HEARING HELD: ORDINANCE #C-103-05 (R44-05) REGULATING SPEED LIMIT ON BROKAW ROAD AS SHOWN IN ATTACHED EXHIBIT "A", AMENDING ISLAND COUNTY CODE, TITLE X, CHAPTER 10.01
Chairman Shelton opened the Public Hearing as advertised and scheduled, to consider Ordinance #C-103-05 (R-44-05) in the Matter of Regulating Speed Limit on Brokaw Road as shown on attached Exhibit ‘A" amending Island County Code, Title X, Chapter 10.01, reducing the speed limit from 35 mph to 25 mph.
Dick Snyder reported that the County had received a petition in April, 2005, signed by 109 residents representing 310 individuals on the north end of Camano Island in the area served by Brokaw Road. The petition requested a speed reduction from the existing 35 mph to 20 mph. Results of a speed study on Brokaw Road performed by Joe Araucto, Island County Traffic Engineer, confirmed 21.5 mph as the pace speed, the speed majority people travel, (16-26 mph); the 85% percentile speed was 25.3 mph. He explained the people were traveling at a reasonable speed of 25 mph and since all the other roads in the area were 25 mph, Public Works supported reduction of the speed limit for the entire length of Brokaw Road (.6 mile) to 25 mph.
No one from the public commented. Public comment closed.
The Board by unanimous motion approved Ordinance #C-103-05 (R-44-05) reducing speed limit on Brokaw Road from 35 mph to 25 mph.
There being no further business to come before the Board at this time, the Chairman adjourned the meeting at 2:05 p.m, to meet next in Special Session on October 14, 2005 beginning at 1:30 p.m. for a budget workshop. The next Regular meeting is scheduled for Monday, October 17, 2005 at 9:30 a.m., Island County Courthouse Annex, Coupeville.
