Chairman Shelton opened the Board of County Commissioners special session at 8:30 a.m. at the office of the Island County Planning Director located in the Island County Annex Building, 1 N.E. 6^th Street, Coupeville, WA. Commissioner William J. Byrd was present; Commissioner Wm. L. McDowell absent.

The Chairman announced that the purpose of the special session was for the Board to meet in Executive Session as allowed under R.C.W. 42.30.110-(1) (i) to discuss with legal counsel pending litigation. He estimated the length of time of Executive Session to be probably less than thirty minutes, and did not anticipate an announcement afterwards in open public session.

There being no further business to come before the Board at this time, the special session adjourned at 8:50 a.m. The Regular meeting of the Board will begin at scheduled this morning at 9:30 a.m.
