Minutes
Members Present: Commissioners: Mike Shelton, William J. Byrd and Mac McDowell; Barbara Saugen, WGH Commissioner; Patty Cohen, Mayor of Oak Harbor; Roger S. Case, MD, Executive Secretary to the Board.
Absent: Captain Susan B. Herrold, Commanding Officer of Naval Hospital Oak Harbor, Ex Officio Member.
Call to Order: Commissioner Mike Shelton called this regularly scheduled session of the Island County Board of Health to order at 1:15 p.m.
Agenda: There were no additions or changes to the agenda.
Minutes: Barbara Saugen moved that the minutes for the November 21, 2005 meeting be approved. Commissioner McDowell seconded and the motion passed for the Chair to sign on behalf of the Board.
New Business:
Election of Board Chairman for 2006
Commissioner Byrd moved that Commissioner McDowell be named Chairman for 2006. As there were no other nominations, the Board voted unanimously to name Commissioner McDowell as Chairman.
Meeting Reschedules
Due to a conflict with federal holidays in January and February 2006, Commissioner Byrd moved that the January 16, 2006 Board of Health meeting be rescheduled to January 9, 2006 and the February 20, 2006 Board of Health meeting be rescheduled to February 13, 2006. Mayor Cohen seconded and the motion passed unanimously.
Raftis Appeal
Tim McDonald advised the Board that Jerry Stonebridge has asked, on behalf of Annie Raftis, for another continuance. Following a discussion on the number of continuances the appellant has requested, Mayor Cohen moved that a continuance be granted for 60 days to the February 13, 2006 Board of Health meeting. Barbara Saugen seconded and the motion passed.

Mayor Cohen moved that all of the contracts be approved as submitted. Barbara Saugen seconded and the motion carried unanimously.
Health Department Report:
Tim McDonald, Health Services Director, reported that there are currently two active TB cases in Island County which require ‘direct view’ therapy in which a Public Health nurse must observe the drug treatment by videophone. There are currently 23 latent TB cases which require a monthly evaluation. He reminded the Board that the legislature identified the County as the payer of last resort for TB treatment therapies. The flu vaccination clinics will run on normal schedules due to adequate vaccine supplies. Mr. McDonald advised the Board that there was an unusual case of wisteria meningitis in Island County. There have been a relatively small number of cases (11 – 15), but there are a proportionately high number of deaths from this small number of cases (3 deaths). The bacteria can be introduced through cheese that is not pasteurized. Pasteurization can eliminate the problem.

Adjourn: There being no further business, Commissioner Shelton adjourned the meeting at 1:36 p.m. Due to a conflict with a federal holiday, the next Board of Health will be a Special Session held on January 9, 2006.
