Special Session

Members Present:  Commissioners: Mike Shelton, Mac McDowell, William J. Byrd; Barbara Saugen, WGH Commissioner; Captain Susan B. Herrold, Commanding Officer of Naval Hospital Oak Harbor (Ex-Officio Member); Roger S. Case, MD, Executive Secretary to the Board.

 

Call to Order: Commissioner Mike Shelton called special session of the Island County Board of Health to order at 1:15 p.m.

 

Agenda:  This being a Special Board of Health meeting, the agenda was set and public comments not pertaining to the published agenda were not taken.

 

Minutes:  Commissioner William J. Byrd moved that the minutes for the January 10, 2005 meeting be approved as written. Commissioner Barbara Saugen seconded.  The motion passed for the Chair to sign on behalf of the Board.

 

Presentation: New Food Code:
Environmental Health Director Keith Higman presented a brief Summary of Major Changes to the Revision of Chapter 246-215 WAC, Food Service as adopted by the State BOH September 8, 2004, effective May 2, 2005. (See attachment) He stated that the present rules were adopted in 1992.  Over the next two months the health department staff will be revising county code to reflect the changes being adopted by the State Board of Health to maintain a standard by which all Food Services could operate state-wide with a uniform set of food service rules. The Island County Health Department will ask the BOH to adopt the State Changes as implemented into the Island County Code.  The Health Department will ask the BOH to set a Hearing in April to facilitate code implementation on 2 May 2005.  Mr. McDonald advised the Board that the Food Code has been under scrutiny  by the State Board of Health because the Restaurant Industry has petitioned for statewide uniformity of food standards.

 

New Business:     Contracts

 

  1. Whidbey General Hospital-Grant Writing

Contract No.:        HD-01-05

Contract Amount:                $23,910

Commissioner William J. Byrd moved that Whidbey General Hospital-Grant Writing, Contract No.: HD-01-05, Contract Amount $23,910 be approved.  Commissioner Mac McDowell seconded; Commissioner Barbara Saugen abstained.  The motion passed for the Chair to sign on behalf of the Board.

 

  1. Compass Health

Shared Receptionist-Camano Health Care Center

Contract No.:        HD-01-04 Amendment 1

Contract Amount:                $11,500

Amendment Amount:          $6,000

Commissioner William J. Byrd moved that Compass Health-Shared Receptionist-Camano Health Care Center, Contract No.: HD-01-04 Amendment 1, Contract Amount: $11,500, amendment amount $6,000 be approved.  Commissioner Barbara Saugen seconded. A brief discussion followed.  The motion passed for the Chair to sign on behalf of the Board.

 

  1. Bess Windecker Nelson, PH.D.

Parent Education Program

Contract No.:        HD-02-05

Contract Amount:                $9,000

Commissioner Barbara Saugen moved that Bess Windecker Nelson, PH.D. –Parent Education Program, Contract No.: HD-02-05, Contract Amount $9,000 be approved.  Commissioner Mac McDowell seconded.  The motion passed for the Chair to sign on behalf of the Board.

 

Mayor Cohen-resignation from the Board of Health:

Mr. McDonald introduced Chuck Scurlock, Vice President of the Community Health Advisory Board (CHAB) to the BOH.  Mr. Scurlock gave a summarization of the expansion of the BOH in 1999. With the resignation of Mayor Cohen from the Board of Health he cited a need to revisit the Island County Code 8.01.040A in order to allow someone else to sit on the BOH in her place, as that position was designated for the Mayor of Oak Harbor only. (See attachment)  At the February CHAB meeting, the membership voted unanimously to make the following recommendation to the BOH:

 

The Community Health Advisory Board would like the Board of Commissioners to consider CHAB’s original recommendation to expand the Board of Health to seven members. This would require revising the present code to include the three county commissioners, a member of the Whidbey General Hospital Board, and another elected official from the community, as well as two community-members-at-large. This would maintain an elected official majority required by law while permitting broader community input and greater health expertise to address health issues confronting Island County. Revising the code to include any mayoral position from within Island County would be strongly supported by the CHAB membership.

 

Public Health Report:

Health Services Director Tim McDonald gave a brief outline of the communicable diseases in Island County during last month.  There was Campylobacteriosis — (from frogs & turtles), whooping cough (1 known case and 1 suspected – for which 10 people were advised to take medication), meningitis (1 treated), a few influenza cases reported in county (“may have a long flu season – every adult/child should get flu shots”), and TB (6 cases still requiring medication and contact follow-up).

 

Mr. McDonald said that many people are afraid of the Pertussis vaccine and are therefore reluctant to vaccinate their children. “The Internet has a way of making a person think that some myths are facts”.

 

Commissioner Mac McDowell said that the BOH had received a letter from the Opportunity Council regarding a Block Grant awarded to the Council.  He was concerned about the contents in regards to the funding for Island County.  Mr. McDonald said that he would write a letter to Kay Sardo for clarification. Commissioner McDowell merely wanted to make sure that the county is receiving an appropriate share of the grant funds.

 

There being no further business, Commissioner Shelton adjourned the meeting at 2:08 p.m.  The next regularly scheduled Board of Health meeting will be on March 21, 2005.
