BOARD OF ISLAND COUNTY COMMISSIONERS MINUTES OF MEETING

MARCH 23, 2005 - SPECIAL SESSION

The Board of Island County Commissioners convened in Special Session on Wednesday, March 23, 2005, at 10:00 a.m. to participate in a joint Council of Governments meeting with Elected Officials from Island County, City of Oak Harbor, City of Langley, Town of Coupeville, and Port Districts. The special session was held in the Island County Annex Building, Commissioners’ Hearing Room, 1 N.E. 6^th Street, Coupeville, Wa.

Patricia Cohen, Mayor, City of Oak Harbor

Neil Colburn, Mayor, City of Langley

Nancy Conard, Mayor, Town of Coupeville

Wm. L. McDowell, Member, Board of County Commissioners

Ed Van Patten, Commissioner, Port of Coupeville

Mike Shelton, Chairman, Board of County Commissioners

Lynae Slinden, Commissioner, South Whidbey Port District

Interlocal Agreement and by-laws

The group, after talking extensively about a draft agreement to establish the Council of Governments and by-laws, agreed on a final document. Mayor Conard will provide the final agreement to the Commissioners to be forwarded to the County Deputy Prosecuting Attorney to final for adoption.

Use of rural economic development Funds

Discussed at some length the .08 rural economic development funding and how the funds will be distributed and what the procedures will be for applicants to make application for the funds. Further discussion and consideration will be required in developing an application form.
